Actually, the Portuguese usually use dried cod, then boil it for the recipe. No flour nor milk is used; just boiled potatoes, boiled cod, parsley, onion flakes or grated raw onion, salt, pepper to taste, until the mixture comes together. No need to coat them, just mold them using two tablespoons and fry. :)

I made these tonight. They didn’t look as good as yours but I’m not disappointed. One question: mine had a sweet taste to the creamy filling. There is no sweet ingredient so where did this come from? Is it because of the flour, the milk? Dunno. Not unpleasant but unexpected.😮
