We call those plants. Sets look like very small dry onions, and of course you know what seeds are. Up here in Missouri we get the plants and sets for keeping/storage onions and use the seed to grow green onions, our growing isn't long enough to let us start onion plants in February. We still have snow on the ground and won't be "frost free" until mid April.
I've purchased similar onion sets twice from the local box store. The little ones do seem to grow just as well as the larger ones. This year I planted them in a couple of rows, starting with the larger ones first. After a couple of weeks there was no difference in successful growth/survival. The larger ones were still a tad larger than the tiny ones, but the vast majority of all of the sprouts lived. Something did eat the tops off of some though. I suspect grasshoppers or cut worms.
