With the imminent release of the Thousand Year Door remake and Nintendo sending out surveys asking Paper Mario fans very particular questions about characters and mechanics, it feels like there is finally hope for the series.

I'm one of the 20% of people who believed the remake would be possible, and being someone who has played PM64 on NSO, bought a WII just to play SPM, and watching people cry during Nintendo Directs to a game I know nothing about, I AM SO IMPATIENT TO FINALLY PLAY TTYD. Arlo getting a Thousand Year Door remake after all he's been through with the series is my favorite anime arc.
It's mine too, and so relatable to me a s person. Whoever write this story arc must really REALLY love Paper Mario... perhaps even more than I do.

The fact it's not even about the existence of Thousand-Year Door's remake now, Nintendo's actively trying to ask us about Paper Mario. AND, Mario & Luigi is ALSO put in theirs and our minds with these surveys tells me they actually are making an effort and might change Paper Mario's direction as well as keep RPG & M&L an active IP in some respect.
This is such a massive 180 from 3 years ago. It's so comforting and so surreal, I'm so happy.

That's insane that Club Nintendo surveys were taken to heart. They were mostly just people mashing the keyboard for every answer because all they wanted was Star points
That...actually makes a lot of sense as to why they might get such skewed results! I never thought of that. Even though I probably did that myself with those surveys for some games here and there. 😅
Even if they ignored those answers, the way they ask the question makes a big difference. Like if its an open-ended question about what people like about Super Paper Mario, people will think of the gimmicks that make it stand out from the rest, not generally the thing they expect from a Paper Mario (story, unique characters, etc.)

I would say that I, too, sold my soul just to get a pack of Mario-themed hanafuda cards... but I actually answered the surveys patiently and honestly.
That explains why nobody mentioned the story, people who haven't actually played the game or only played it for a very short time to take the survey for a reward would never expect a story in a MARIO game of all things. Of course they'd instead list things like "gameplay" and "Paper stuff".
My mom who hasn’t played a video game in over 10 years is thinking about getting a Switch just to play Thousand year door remake makes me think it will sell at least well.

@@AK_804 No it's not, dude. Game sells for $499.99 on eBay. Assuming she got a Switch Lite, she'd only be paying half of that for both the console and the game. Also, even if it was cheaper, let people get this remake for the sake of reliving this classic game in HD, and letting our voices be heard by Nintendo. Do you want Nintendo to see that we want more games like this, or not?
@@AK_804 getting nintendo to stop reselling old games for $60 is impossible. it will never happen. getting nintendo to make a good paper mario again is easily possible. the last one was a step in the right direction. this remake selling a bunch of switches + the game is another step we must take.

3:40 Fun Fact: Super Paper Mario was originally a GameCube game before being moved to the Wii. So, it's possible part of the reason it was so different from TTYD was that there was already an RPG on the system. Then the survey caused a total shift in mindset.
Yeah. I kind of feel like the game was just meant to be a fun spin-off of the spin-off but ended up becoming so big that it became the next main entry. And then that and the survey ended up giving Nintendo a... questionable new perspective on the series.
I'm of the opinion that if it was viewed as a spinoff, it would've gotten like 4 sequels already. But no, it was unfairly compared to TTYD and 64.
Super Paper mario was so different because thats how mario games have always been made. 1 base game, 1 game to expand upon mechanics. PM64 and TTYD were a pair, just as Mario 1 and lost levels , Mario 3 and Mario World , mario 64 and sunshine were pairs.
I'd say we would have gotten a Super Paper Mario companion, but the director quit / left the team shortly after the first game. I forget where I read that. I dug deep on this topic in like 2015
SPM was probably the beginning of the "rules" imposed on the series
There's no characters based on mario enemies because we're in a new dimension with completely different residents
Playable characters are all classic mario characters, with their classic abilities (peach floats, bowser breathes fire, Luigi jumps high)
Most of the rpg gameplay elements were removed, as the turn-based combat was dropped for a more classic mario platforming style
It seems like they were attempting to stretch the rules where they could, but still conforming to modifying the mario ip as little as possible
When I was playing Super Paper Mario, I wasn't a fan of the flipside NPCs, and I thought, "Dang, can't there just be a toad or something in this game?" I jinxed us good. It was all me guys, I'm sorry.
Funny because as a kid those very npcs got me to quit the game since "they didn't feel Mario enough". I later went back as a teenager and loved it lol
Honestly, I'd take a generic Toad over those weird flipside NPCs.

@@prismason At least the SPM character had more personality than a stupid toad screaming about some princess being in another castle. Also, I don't feel as though toads would fit the wacky esthetic of which is present in SPM.
The SPM rogue's gallery (the main villains) are all great. All the other minor characters kinda suck. I don't like their visual designs and I don't feel like they exist in a believable world. IIRC they also mostly just give you tutorial text, making them feel even less like real people. Then there's the non-character pixl partners, and Peach and Bowser being poor replacements for actual new partners. Throw in monotonous gameplay and it's a game I'm very torn on.
Ofc, the solution to this problem is not "throw all the story and characters in the trash" it's "make a better game with better story and chars" lol.
Vote with our wallets people. Let make sure Nintendo knows we want THIS kind of Paper Mario game.

You're absolutely right, and if it sells nearly as well if not better than Super Mario RPG, then it'll be right, but man I can't shake the feeling of how that sentiment "vote with your wallet" has been thrown around so many times, and never once have I seen anything come of it

Had to pre-order it again after Amazon ditched my original order (same with Luigi's Mansion 2 HD and Endless Ocean). I ain't missing this remake (despite already owning the GameCube version) since I wanna see more games in this style.
The video should have ended with Arlo saying

Friendly reminder that the pre-orders for physical copies of the Thousand Year Door on Amazon sold out to the point that now they have to cancel some of them because (I would think it's likley) there are too many orders to fill!!
That's not confirmed, but it's my best guess as to why.

Yeah, I'm miffed about that as I pre-ordered the game there as soon as it became available (same with Luigi's Mansion 2 HD and Endless Ocean Luminous) and got hit with the cancellation hammer. Had to go over to another retailer to grab the games. Probably will go elsewhere for Nintendo videogames at this point.
@@KevinAccetta It's too late to grab them from there at this point. I had to swap to Best Buy after my Amazon orders got canned (wanted TTYD, LM2HD, and Endless Ocean, but all 3 of my pre-orders got canned).
They have been having switch game issues for ages now. I have had several pre-orders pushed out or canceled despite having the order in asap. I had to make the switch to Bestbuy. Now my stuff actually shows up on time.
Is there anywhere else to pre-order a copy? I looked on Amazon as soon as the release date was confirmed and it had already been sold out

To be fair on Super Paper Mario, it was built on TTYD's Bowser's segments and was originally going to be on the Gamecube. Also, at least it has some RPG elements like leveling up.
But its the total switch from rpg to platforming that made it so controversial, not saying its a bad game its not, but for many of the fans that were getting used to ppm having rpg as the norm. It was a surprise, to say the least, that they switched to platforming

the levelup system is so bad and this is coming from someone who has dedicated 3 years of their life to SPM. if you do the first trial pit it makes every boss afterwards piss easy even if you avoid using bowser entirely. i am not a religious man but i pray every day that they remake it and address its flaws. (it being a platformer is not one of those flaws. i am firm on this. i am making a video to discuss its genuine flaws which i will hopefully release by june.)
The story really saves this game. Not that the gameplay is that bad.

I can never get tired of Arlo talking about Paper Mario and 8 years later, I still savor feeling vindicated about this series.

I think what happened with the Club Nintendo survey for Super Paper Mario was that the people who filled it out just didn't care about the survey.
They just wanted to get their reward coins for Club Nintendo, so they just clicked on whatever was the quickest option and typed as little as possible to get through the survey faster (Heck, I'm willing to bet some people did the survey first before playing the game) so they could cash in on their coins for Club Nintendo rewards...
...without realizing that they were kinda meant to take the survey seriously since...you know.
Any professional level data collection accounts for that segment of people though. often times, the amount of time spent on questions and the proportion of answers that were simply the quickest to select are pieces of data kept on hand to get more realistic data. Depending on many factors, some surveys even check for specific data that is conflicting or nonsensical and throw out that person's responses entirely.
This enrages me.

For a game like Thousand Year Door, a series history like Paper Mario's, and a fan like Arlo, having everything converge into this one moment truly is the opportunity of a millenium.
I think TTYD being remade made me far more interested in playing Origami King, since I can now see it as "flawed but interesting video game" and not "exhibit A that they'll never make a fourth Paper Mario that could be one of my favorite video games".
My other interesting thought about TTYD is I feel like younger people who love modern kid's cartoons ala your Gravity Falls and your Owl Houses are gonna go nuts for this game. I assume Undertale fans too to an extent. It has that type of mix of comedic yet serious, creative energy that I think a lot of people are gonna really love (in a way that's different from even SMRPG).
i agree with you completely!! SO many people would be WAY less upset about the modern paper marios if they were truly their own thing that released ALONGSIDE "main" releases, rather than complete and utter replacements with no hope in sight for what got people invested to begin with.
i feel like the paper mario debate sort of misses the point a lot of the time. it was never about which one was better, and all about there being no good reason to completely trash the original style and turn it into something it was never meant to be. if devil may cry had become a 2D platformer, people would've been livid, because why the hell would you turn devil may cry into a god damn 2D platformer?
the new games have their merits, but they're only visible to a completely separate demographic. those people deserve to have their game, too. keyword being "too", and not "instead".
(your observation about younger demographics is very interesting to me as well! i definitely think you may be right about that. i certainly hope so. i have to wonder if thousand-year door is perhaps lacking in the comedy department compared to something like origami king, though, and so would attract less of that crowd.)

I literally gasped when i saw the background. That was the video that introduced me to Arlo all those years ago. I wish we could say that we had a new (good) new Paper Mario, but if I could tell my younger self that we have bug fables and TWO remakes to look forward to... and honestly the survey too!

Paper Mario is, behind the scenes, still the "true sequel" to Super Mario RPG.
Now that doesn't means elements of it can't return. Who says we can't see a Paper Mallow? Who says Paper Mario can't do 2 partners like SMRPG (and Bug Fables!)?
We might see Peach and/or Bowser return as partners (like Super). Maybe Paper Mario Bros can bring Luigi in and have them do Paper Bros Moves!
Whether or not there can be a Paper Mallow depends on whether or not Square Enix would allow it; Square Enix owns the characters that were created for Super Mario RPG.
I'd argue that Mario and Luigi is more of a sequel. It was made by ex-Square employees, it has the same composer, it has a lot of the same wacky elements, and Geno even briefly showed up in Superstar Saga. The original Mario RPG is still very different from the other games, though, so I hope it gets a full, true sequel one day.
@@totalradlad Originally Paper Mario on the N64 was going to be developed by SquareSoft (at least that was Nintendo's intentions). However, because SquareSoft was busy with Final Fantasy VII at the time, Intelligent Systems took up the mantle of developing the game. So Nintendo intended for Paper Mario to be a follow-up to Super Mario RPG, but Square being busy led to Paper Mario being its own thing under IS.
Mario & Luigi does feel like Super Mario RPG at times, but interviews stated that it's biggest influence was Paper Mario due to gameplay (field abilities, having 2 people fighting at once, etc.), tone (Paper Mario 1 is a bit more lighthearted than Super Mario RPG while M&L is even more lighthearted [besides Partners in Time at times]), and graphics (cartoony instead of clay figurines). Yoshihiko Maekawa did direct both Super Mario RPG (along with Chihiro Fujioka) and Mario & Luigi: Superstar Saga, so there are definitely similarities there.
I do hope that the Switch remake of Super Mario RPG gets a sequel, however. ArtePiazza did a solid job with the game (as they did with the various remakes of classic Square and Enix remakes like the DS Zenithian Trilogy remakes for Dragon Quest, the remakes of Romancing SaGa 2 & 3, the 3DS remake of DQ7, and the 2D mode of DQ11).
@@theonewhowrotethis5681 Yep. That and I believe SquareSoft shifting from SNES to PS1 has something to do with why they didn't develop a Mario RPG sequel on N64. Lot of 3rd party companies including Square are turned off by the fact Nintendo still uses cartridges for N64, especially since N64 cartridges don't have much space in comparison to PS1's CDs, which is more convenient for Square to work on their huge games like Final Fantasy 7. And that same goes for lot of other 3rd party developers. Which means that if Nintendo decided to go with CDs on the N64, there's a possibility Square will develop Super Mario RPG 2 there at some point, who knows.
I think the question asking about even side characters like Toads behaving and looking different than usual is the big point that the Big N is listening to us. I can't believe we're actually living in a new era of creativity for many Mario spinoffs.
Now if only the sports games can recieve the same treatment.

As someone who has never had the chance to play Thousand Year Door but has played both 64 and Super Paper Mario. I am unbelievably excited, Paper Mario 64 was the first video game I ever played, and now I get to play the sequel after waiting so long.
I played Super first and later on got around to playing 64, so I was incredibly excited to play TTYD for the first time and it did not disappoint

I will say that I heard Super Paper Mario was different because it was being developed for the Game Cube and they didn't do an RPG because they already had Thousand Year Door.
I can prolly tell you what the issue was with these surveys. They only ever let you pick "UP TO 5" out of like 12. and even if Story is one of the options... I'd probably select 5 gameplay related ones... maybe not consider that leaving out the story checkmark, would give Nintendo a false idea... I WANT TO CHECK ALL THE BOXES GODDAMNIT.

Keep in mind that this was the _first_ Mario game on the Wii, and the trailers were marketing it's 2D to 3D mechanics.
Lots of newcomers and returning Nintendo veterans probably bought the game thinking about the classic Super Mario platformers.
They might've liked the story regardless, but they probably cared more about the gameplay.
Quickly filling out a survey for rewards means they're gonna pick what stands out. And I'd assume most of that demographic did not really care about the story too strongly.
@@DaNintendude hes talking about the current ones, the EU only ones. they have notes on them that say, "you may choose *up to five* aspects." out of a list of roughly 12, one being a "none of the above" option.

I remember spending hours filling out old Club Nintendo surveys, yet I don't remember much about them. So I got caught up in the fact that someone somehow remembered the way the "choose all--" segments of the surveys worked.
They want to know what to prioritize. Er at least what fans want them to prioritize.

My opinion has been since the announcement of both games, is that Nintendo is testing the waters to see which Mario RPG series fans want most. The fact that both games were announced so close to each other, and both games have long been called the best Mario RPG for a long time.
I wouldn't be surprised if they are using sales data to see, which style they should continue with. I guess we'll see!
I played the first paper mario with my mom when it came out, i was still learning to read at that point and we used paper mario to help/make me want to learn. Later when TTYD came out we played it together, and i still remember how much she wanted to complete the 100 floors and bone dragon, she tried for weeks but never stop trying, her in endurance for completing the goal she set has always stuck with me.
I cant wait to get back in there and do it myself.
That part in the beginning about how Paper Mario needs to always drastically reinvent itself gave me a weird realization: Paper Mario is Nintendo's Sonic the Hedgehog.
Can't just stick with a good thing that people like, always gotta throw it all out and completely reinvent the series.
The fanbase is completely fractured now, to the point where going back to one thing would just make a different group of fans upset.

Super Paper Mario is one of my favorite games. Though I haven't fully beat it. I love it.
Man. I found your channel through some zelda related stuff, but was very quickly recommended your Paper Mario videos, and thats why I stuck around and subbed.
Paper Mario: TTYD is my favorite Mario game of all time. After moving out of my parents place, i had my copy stolen, and a few years later, I paid an exorbitant amount of money at a retro gaming store to get another copy. I have that one still, but i very rarely hook up my Wii to play it with my GameCube controller.
I still havent given The Origami King a chance, but you're the reason why I've purchased Bug Fables. This was definitely the continuation of the Paper Mario style RPG that I've been waiting for.
Seeing this TTYD remake announced feels like a dream.
Having TTYD on Switch, readily available to play whenever and wherever i want is just mind blowing.

I watched Dan's playthrough of the whole game on PlayFrame last year.
As a Mario and Luigi fan, it feels like this is our one chance to fight to get the series back. To anyone who receives the survey, I beg of you, select an option or two related to Mario and Luigi alongside the Paper Mario and Mario RPG options! If this is our chance to revive the series, we can't let it slip by! This is such a hopeful development for the mario RPG series as a whole, and I'm cautiously excited to see what fruit this bears :D
Honestly I think the recent RPG remakes are not only a response to continued criticisms of the new Paper Mario entries, but also to the end of AlphaDream and any solid plans to continue the Mario & Luigi series with it. With that RPG series now defunct, there's no reason why they can't release other Mario RPGs such as these remakes and, if they do well financially, quite possibly new follow-ups to them.
Sticker Star and Color Splash burned me so hard that I can say with confidence that it will be a *very* long time before I even try Origami King. I don't care how good people say the story/writing is.
Same here. Except I didn’t even try Color Splash after being burned by Sticker Star. This is the only Paper Mario I’m buying right out the gate until I see a full return to form.

5:08 it’s not relevant, but it’s super cool to hear the remake of Beware The Forest’s Mushrooms. The original song is used so much in these videos, hearing the remade version really feels like this topic has new life again.
I can't even express how hyped I am that Mario RPG performed so well. I love it to death and would kill for a real sequel. But while I'm waiting for that, TTYD is coming up fast and I'm pretty hyped for that too. I loved PM64 but I never had a GCN when I was a kid so I missed TTYD.
In regards to the survey thing, back when Club Nintendo was around, you got points for filling out surveys, and could use those points on free stuff. I, like I'm sure many others, just clicked through it, usually just hitting the top response. That response was usually "strongly disagree" or "not at all" so that's what I think people did with that old Paper Mario survey.

After Super Mario RPG, I'm hoping, but not expecting, that we'll get postgame boss rematches. If it doesn't happen, that's fine too, I'm just glad this exists. 😊

I'm in the same boat; the first time I played TTYD was one of the best gaming experiences I've ever had and I played it pretty much around when it released. And for 20 years, it remained my favorite game without competition. I'm beyond excited for this remake and even better that it releases a week after my birthday.
I'm hoping after this they remake the first 1 and a new paper mario is announced.

I’ve played every other paper Mario game, at least a bit, beat the original, beat sticker star, played a good chunk of color splash, origami king, and super. I’ve loved all of them (except origami king) the ONLY game I haven’t been able to get my hands on is thousand year door, I’m absolutely ecstatic and ready for this to come out.

It’s one of those games where it’s really amazing but the fanbase is so horrendous that it’s off putting.
Game's great (an easy 9/10 for me and I still own my GameCube copy of it), but it does get a bit overhyped at times due to its passionate fanbase (both the good and the bad). I do prefer the Mario & Luigi games, but it's still really great.

the one thing I'm deff curious about regarding TTYD's remake is:
considering the Super Mario Rpg remake and how it added more post-game content+Chain challenges,
it makes me very curious if TTYD's unused content like Prince Mush's fight(he's TTYD's version of The Master from PM64) and Shadow Sirens ch 6 fight(at the station) will show up in the remake, as these seem pretty possible what with the newer technologies and Switch's hardware throughout the past 20 years
despite that, this gets me more curious if we'll ever see a remake of Paper Mario 64 later down the line, as that one's a classic

That actually reminded me way back in a post in 4chan in 2018, someone claimed to be a worker of Nintendo of America, they mentioned something along the lines about doing related work around that particular survey. Allegedly they did it in the summer of 2010 for a month, they would randomly select kids that came to the Nintendo Store in NY from the ranges of 5 to 12 and they would ask the questions about what they like about mario, altho it was never specifically made in the themes of RPG's, but the franchise in general. This is just what an anonymous user said from an anonymous forum thread yanked from the dark depths of my brain, so take this with a grain of salt.
To say it was surprising that we got a remake of Super Mario RPG and Paper Mario TTYD in such a short span of time is quite the understatement. I never thought I'd see the day. I don't understand that they mentioned interviewing people who thought story wasn't important in a Mario RPG. That makes no sense. The story is the heart and soul of an RPG, backed by solid characters. That is what made the older Mario RPG games so good!
Hopefully, Arlo is right and there will be a new era of Mario games with classic RPG elements! It would be all the sweeter to see a new Mario & Luigi game as well despite AlphaDream's absence.

I just have to disagree every time Arlo says "True Paper Mario 3". Super Paper Mario should be given a massive slide as just being a product of the Wii era and them attempting an experiment while keeping everything else about Paper Mario intact. Sticker Star is where the bad truly starts so we should actually be looking forward to a True Paper Mario 4.
Super Paper mario is a nice game, but it‘s not a paper mario. Nothing about it is paper, it should be called pixel mario. (Because it‘s a digital world with pixels as companions and no paper). This 2d/3d pixel mario style could be it‘s own genre and nintendo should stick to the original 2 real paper mario games and give us a true paper mario 3. They could do both and also make a new pixel 2 mario game.

As for the video itself, yeah, the TTYD remake is more than just revisiting an old classic, it's a signal that, after 2 (maybe 3) games of Nintendo and Intelligent Systems seemingly going out of its way to ignore and disregard criticisms of long-time fans, it's refreshing to see how seemingly receptive they are now. Maybe they were always this receptive and it just took them a long time because Nintendo does changes like this very slowly (though I find it interesting how quicker to address player feedback from game-to-game the developers of The Legend of Zelda franchise are, but that's neither here nor there). Addressing fan feedback is tricky because sometimes fan feedback doesn't always have the best intentions behind it, and often fans don't know what they want until they get it, not to mention I am all for creator autonomy and letting a creative individual see their artistic vision through, though in the case of the Paper Mario series, I kept getting the feeling that the developers weren't allowed to be as creative as they could be, and imposed restrictions on themselves that didn't end up fostering many fun or interesting ideas. At the very least, I found some of the ideas they came up with for Sticker Star, Color Splash, and Origami King half-baked and didn't realize their full potential. Of course, I AM still a bit salty that, even though Super Paper Mario was different from the first two games, what really got a lot of this started were comments from Shigeru Miyamoto on Sticker Star originally being very similar to TTYD and he *somehow* thought that was a bad thing, and that they developers seemingly clung to these words long after Miyamoto stopped being involved with Paper Mario. Arlo's comments on divisive concepts that were either intolerable or "reluctantly tolerated" is a good way to put it, especially for me regarding The Origami King. I am incredibly reluctant to acknowledge that, in many ways, Paper Mario: The Origami King is a good game, because not only could the game be so much better, the reasons why the game aren't that good are part of the same guiding philosophy that made Sticker Star and Color Splash not that good. It is just absolutely frustrating, because I can TELL at various points in the game that the developers want to do something fun or unique but stopped themselves just short of doing so for NO REASON other than (supposedly) the restrictions they put upon themselves after Miyamoto's comments from over a decade ago. So to see them not only go back to the original formula, but go back to the game widely regarded as the best in the series, seemingly because fans demanded it, it makes me hopeful that they've dropped whatever restrictions they put upon themselves and actually do fun and unique stuff with this series again, and actually iterate and improve upon it like other ongoing series are allowed to do.
Here's hoping...

Reading that survey at 12:57 is heartbreaking. The question says to pick *"up to 5"* most important elements but at least 6 options are what make a Super Mario related RPG specifically a Super Mario game in the RPG format. Even if _THE STORY_ is the most important part, I couldn't select that over turn-based combat, or leveling up characters, or acquiring improved gear, or unlocking abilities, or seeing elements of the Mario universe... without those it wouldn't be a Mario game OR an RPG. Damn it, Nintendo. Damn it all to hell. Their survey questions are garbage and will produce garbage data.

the assumption is that if you poll enough people, you'll see how much people care about one aspect compared to the others. If there are 6 or 7 options that are roughly the same level of importance, the votes will balance out. But you'd also be able to see a slight leaning towards say, story, over acquiring improved gear.
If you could choose 7 options, you wouldn't be able to see that slight leaning.
I just hope enough people actually got this survey to get that kind of data.

I think this might actually have something to do with a revival of the mario and luigi series. They're just testing with the other rpgs so that the mario and luigi series stays safe just in case things backfire.

I'm really looking forward to the remake. I normally don't care to get most new games on launch but I'm making it a point to pick up this game the day it comes out. I just really want Nintendo to get the message that this is what fans want.
The reason the super paper Mario survey ended up the way it did is probably because being the least interested in the story was one of the top options and most people using club Nintendo didn't really care about the surveys but rather just click to the top option and then keyboard smashed into the additional thoughts portion, The only reason it was rated as not interesting is because that was the easiest option to click on

I'll never get why there was a 'nono rule' on unquie takes on the existing races when the non rpg mario games introduced weird characters all the time. There waa a weird nessy version of yoshi out there.
Whoever decided that shouldn't get to make huge decisions like that. Getting rid of something fans widely loved; feels like some jealousy or petty decision of someone who lacks creativity and vision.
To be fair the most of the 3DS / Wii U era (besides Dream Team) had mandated and restricted characters. But that makes me wonder why Origami King is still behind these restrictions.
If I remember correctly, the answer is Miyamoto. Sort of.
This is like, based on hearing other people discuss interviews, so I may be remembering some things wrong, or misinterpreting some things but...
Miyamoto didn't outright say "you can't make new characters and races" just to avoid it when possible. Technically, everywhere is when possible.
Japanese is a much less direct language than English, and Japanese business culture means that Miyamoto asking a question is basically the same as an order to fix the mistake you must have made (but first you need to find out what mistake you made because the question wasn't that specific).
In recent interviews, it sounds like he's realized his words have a ton of weight, and is trying to be more careful. It is possible that this was an era where his influence was stronger than he realized.
But he also made comments about various aspects of Sticker Star that the team refused to change (and were things the game is highly criticized for) so it's not like the team blindly followed every request Miyamoto gave them. They just happened to follow his advice on some bad ideas, and ignore his advice on some good ones.
It's also an era when Nintendo had a habit of making things super experimental and gimmicky, but playing extremely safe outside of that gimmick.

TTYD is my favorite video game of all time so I definitely feel like I've been on the exact same journey with this series as you, Arlo. I just still can't believe this remake is real even after all these months. I discovered TTYD in 2007 during the roughest time of my life so it is so incredibly dear to my heart.
Origami King is the only Paper Mario I've played, but it's my favorite Mario game. I can't imagine not liking it's, it's unremittingly delightful.
