Generally speaking you put in the descaling cartridge, fill it up with water and then turn on the device. It should be ready after about 30 Seconds. You can make adjustments to the steam regulation on the handle.
If you done all this, they may be some defect with the tank. Maybe descaling could help in that case. Have you tried contacting Karcher in this regard?
