The bubbles thing is in fact a side effect of active desktop being a separate thing from the standard bitmap background handler, it’s essentially just an internet explorer window plastered onto the background haphazardly. That’s also why it crashed so much and you had to recover your wallpaper all the time back in the day.
Using active desktop, you could actually have an entire webpage as your desktop wallpaper, which considering the web engine is Internet Explorer, is a slightly horrifying proposition

The fact that bubbles background appears before the flower reminds me of the fact that on my 90's Toshiba Satellite, I set the background to a picture of Sonic in the desert summoning a Sega shop with an oil lamp and then set it to an active desktop background. So whenever I start that computer, I see Sonic summoning a SEGA shop with the Ta-da sound effect then it cuts to a solid blue colour, as if each time I start that computer Sonic conjures another SEGA shop in the desert for no reason.
2:00, this is just a wild guess, but maybe it shows the bubbles first because it’s using a “pattern” background as opposed to an image, and since the pattern backgrounds use a different system and are much smaller, it loads faster and shows the bubbles while the image is loading
