How to measure for taco rub rail navigation lights

Like many of you, an upcoming trolling motor install is forcing me to change out my navigation lights. There are several videos on youtube showing how to drill the holes, and connect the wires, but none that explain where to drill the holes. Hopefully this video will fill that void.
