All buildings and improvements that are permanent structures need to be 100 feet from the lake. This is a State of Maine shoreland rule, not just for this property.
As you mention, it isn't suitable for winter given just the one source of heat. Do you have a sense of what the cost would be to put heat in if someone wanted to use it year round or as a primary residence? I would assume electric would be best.
No electric except a generator. Wood burning stoves heat very well, I have a cabin in the northern Adirondacks and my Vermont Castings stove heats it so well in the middle of the winter that we walk around in shorts and tee shirts.

If the place was winterized and heated it would be FAR more expensive. Its not really livable for extended periods, since there is no power storage. It would take adding batteries and solar panels to make it really work. You can only truck in so much Propane and gasoline to run the generators. Even adding batteries to reduce the run-time of the generators would help. Once the heavy snow falls you are not going anywhere - that is part of why the taxes are so low. No winter plowing. Its a long way to the main roads to try to self plow - you basically would need a cat or snowmobile and park vehicles someplace on the main highways.

The concept of Off Grid has certainly taken off (at least on the internet) but most of us that have “Cottages” or Recreational properties see them as such. Snow removal is just a normal thing and contracted out to keep the road clear and of course make access easier. We live in Nova Scotia but visit Maine a few times each year as we travel to visit family and friends in New England. Not sure of the specific location of this property but there are a bunch of small towns throughout Maine and access to services is often just a short drive etc. I guess what I am saying is you need to adjust your expectations and then just relax. This is an absolutely beautiful property. $400 K is more than prior to COVID but in the whole scheme of all that expensive.

HOA's or Owner associations in rural areas of Maine are necessary mostly for road maintenance on private road systems. Some are in place to provide a mechanism for land owners to enforce deed covenants put in place by the original developer after the developer has sold all their lots.
Depends how far power is. Probably multiple 10’s of thousands but that’s only if there is an easement for power or it’s so far away that it’s unattainable

Hi Jim. I don’t think it would take much to live there year round. You would have to plow 3-4 miles of road in the winter.
Population of town in 2020 was 104. These properties are so out there near New Brunswick . Just be prepared to bulk shop ect. .
You can be in Lincoln in less than an hour.
Would be great--for the three warm months of the year. LOL
