Apparently he has always been offered Buckingham palace apartment for visits, not Windsor as the Wales family live on that estate. I think Markle sent him on a mission to get a picture of Catherine (she may have lost hair) and to get pictures inside of Windsor Castle (and/or take specific items), which she wanted apartments.
Princess Catherine isn't at Windsor Castle. And if she is anywhere near the other Royals, there will be an impenetrable circle around her. She will remain protected while she is recuperating.
