Multiple people played the game, and were meant to share their knowledge with each other, through word of mouth since there was no internet nor blog posts back then, on how to advance through pretty much every level of the game. It was all trial and error, but it was mitigated by the fact a lot of people were doing it and working together. Of course, making an ARG into an arcade game worked best when there was no easy way to share information with a lot of people, when arcade games were at their peak of popularity, and when Tower of Druaga itself was a popular enough game to warrant all that info sharing craze. When arcade games (and arcadian game design in general) fell out of popularity, that game became mostly just a strange curiosity, and with the rise of the internet, the intended design for the game discontinued itself. If anyone is gonna play the game, it's by themselves, either out of nostalgia or out of curiosity, which means the proto-ARG aspect of the game is already out the window, turning a game that's mostly fun when you play it with others to learn what you need to do, and becoming more fun when you go do what you learned yourself... into a game that's only fun through how good the gameplay is, and through how much you are willing to suffer through to learn how to beat every level, or how _unwilling_ you are to do that and instead just decide to follow instructions like a treasure map. While it can be sorta fun, it's not really the true point of the game, and I think there are other games out there that do better what Tower of Druaga became nowadays.
And finally the Switch version of Namco Museum caps off with Pac-Man Vs.! Originally designed by Nintendo’s Shigeru Miyamoto, Pac-Man Vs. was one of the earliest examples of asymmetric gameplay from a Nintendo game, 9 years before the ill-fated Wii U and the Wii U GamePad. It’s basically a multiplayer Pac-Man game with one player as Pac-Man while three players (as Ghosts) try to catch him. These players each can see a 3D view of their surroundings of their own Ghosts on the same TV screen, while the player (as Pac-Man) is relegated to a different screen. The successful Ghost that caught the pellet-eater will alternate controllers and play as Pac-Man until he/she gets caught. A small radar helps show the ghosts their relative positions to each other so they can attempt to team up to trap Pac-Man. If I had a Nintendo Switch, I would get Sonic Mania Plus, Mario Kart 8 Deluxe, Namco Museum, Pac-Man Championship Edition 2 Plus and Ultra Street Fighter 2: The Final Challengers.

You have downloaded the free "Pac Man Versus" client only. Namco was kind enough to provide that one for free so everyone who has a Switch can play PAc Man vs. with other Switch owners. To Play this and all the other games you need to buy the whole package.
No worries, I too was a bit puzzled at first to why there were two identical icons on the eShop with one free to download. reading the description cleared any confusion for me on the spot.
You have the multiplayer client. It is not a stand alone game. That is used to play with people who have the main game. You need to buy the main game to actually play on your own.
Wait... I have a feeling you just downloaded the free client from the eShop. To actually be able to play this you need to buy the full game. The free clinet is only for people who want to play with other people but don't have the complete game.
I always loved how the announcer in Pac-Man VS was Mario. Charles Martinet must've had fun recording the voice clips for this game.
