That place cannot develop when security is not paramount. The government should consider establishing military bases in those areas and deploy officers that understand that area and terrain better as a deterrent so as to bring order and some semblance of security. Consequently, the process of developing that area with social amenities such as roads, markets, schools, and hospitals will be achieved through the devolved county funds and thus people will embrace other forms of livelihood gradually as they maintain their tradition of pastoralism with much-needed peace and security. Of importance also should be the provision for the rule of law, robust investigations should be carried out and any leader found culpable for inciting and enabling castle rustling, war, impunity and anarchy should also be brought to book, charged, and convicted forthwith. In 20 years those hard-hit regions with insecurity will have changed for the better.

Forget about sending the army there for long term stay. Kenya can send soldiers to Somalia, DRC, etc. Becoz once they are there the government can know very well where they are and what they doing. The plan is to weaken pastoralists so that their livestock can be wiped so that we are forced to import everything from Europe or China yet there is cattle caw boys even in the US who also do steal cattle. The pastoralists should be allowed to be armed so as to protect themselves from cattle rustlers.
