NEIGHBOR sanded down garage FROM 1959 w VOC'S and POTENTIAL LEAD - what to do! Part 2-1

Hello to you,
For 2 years I had to put up with a neighbor sanding down his garage to the wood, which most of that yellow filthy sawdust came into my property, covering my backyard, front yard and even inside my home. He started in September of last year. Back then I'd gotten 4 testers from the city and 2 tested positive for lead -- but aside the lead are the other dangerous VOC'S he subjected me to, to the endless days of trying to clean up sand in my yard and house, which everytime the wind blew, so did the sand... he was told of the potential danger he'd put us all in.
But did he care? No! Did he apologize? No! Did he offer to help me clean up? No! Did he warn any of the neighbors? No!
Intead, this year same time ee sanded down the other 2 walls and also his house, on and off for a month, making it impossible for me to clean and laughed at my crying and told me "I should get on my meds..."
?
But aside from this horrible experience withi this horrible man, asided the fact that he potentiall forced me to breath in potential lead based paint with POSITIVE amounts of caustic VOCS (read a paint can - it WARNS NOT TO BREATH IN, NOT TO INGEST... and yet I had to for these past 2 years... and the threat of what that could do to my grandchildren pushed me over the edge... how would you feel if you couldn't have your family over to protect them from potention lead and VOC contamination...?
Aside from all that, I was told by both city and state govt officials in this area that had he been a contractor that would never have happened...
So WHY did he get away with it?
Because aside from the suggestions, there's no law put in place for homeowners to make protections for others!
Well, now that I'm at the back end of this and know what to do to protect myself, I'm going to try to get those people who work for the govt. to do something about it...!
