Didn't play PvP, but it's most likely forced like in BN 5's liberation missions. Pressures people to take chips they know they can use within that time frame and to actually use them.
It doesn't go off until at least one player hits it. So you can either pray that your opponent doesn't hit the select screen, or it immediately goes off.
1:03 I keep seeing people chaining chips for no real benefit, even though they know that adding the third link removes their first chip. Is there some reason I'm missing as to why people do this?
I think it was just a mistake on his part. Some people jump the gun on what the next chip will be, thinking it'll be either an attack or protect chip. Lord knows I've done it multiple times.

Late but kind of. In pve you start by picking chips/cards then you enter battle phase for about 10 seconds after which you get the choice to pick more chips
I honestly couldn't tell you if PA's are meta or not, since I don't play the game super seriously, but there is a discord server that covers pvp and they also have tournaments. I can give you the link to that if you want it.
In general, PAs take too long to assemble and land too slowly. The amount of damage they do for the time and chips they take to assemble is not worth it. Check out the N1 grand prix channel on UA-cam. Those guys are regularly hosting tournaments.

No... PAs are mostly memes. But some PAs have uses in pvp. Best example is destroy pulse. Body guard and sun moon are close seconds.
