Mystery Jeep. What the hell is that?

There's a non-running Jeep I see two or three times a month and it finally piqued my curiosity enough to prompt a short video on it to see if YOU GUYS know what it is. I'd love to hear your ideas in the comments!
Please note, this is in the Philippines. I do not own this thing. It has no engine so it doesn't move around.
