I have a small suggestion: perhaps people in the "activism" community - like the Utu Heritage - or even just ideologues and intellectuals, could create a curriculum and implement it in society so that anyone who has attended primary and secondary school weould be deeply aware and informed and confident in their sovereign rights and duties as a citizen: i.e. civic education. This is a legacy and generational project.
