When I install the addons in blender it lag so much even I have high-end PC. How to fix it?

I really can't give you a specific fix for that, maybe you're using too much add-ons, that would make your workflow slow even with a good specs machine.
The blender version you operating on also plays a role in that, I'm currently on blender 3.0v and it works fine with me so try to avoid beta versions.
Now outside blender, check your Windows and Graphic card updates. And maybe run a cleaning on your cache' every week or so.

You should check the license in the site you downloading from. Most of them are CC0 meaning free to use even with commercial work.
Some might need you to give credits so check back with the site.

Maybe, you should re-install the Blender app & define file location. After then install the Blender kit then open up Blender click on preferences find the download Blender kit add-on file location & then add the Blender Kit add-on now consequence is completed.

Yes you can mate! 5 out of the 8 sites have 3DS max models .max format, the rest contains fbx and obj formats
