Factory Reset is basically resetting the headset back to its state when you first buy and launch it up, all of your data is lost, but since you have a oculus account, you will keep stuff on the account, like the songs and cosmetics.

i think it is common sense that you’d lose bmbf by the fact it said it erases EVERYTHING. all your data on that headset was erased, nothing was kept. the reason why some things stayed was because it is linked to your account or it is saved in cloud, like how you kept your gt cosmetics.
I think the only way to save your videos is to link your headset to side link, open your videos folder and save all your videos to your headset, factory reset, and after the factory reset, add the videos that you saved onto your computer eariler, and drag them back in your headset.

My team and I ended up creating a new app for our kiosk thing. As for you I would assume that it is parental control app or you installed a bad pirated game. I know Quest's are based on android and I have seen this on android phones tablets etc. so this is interesting to see on a quest!

OK so this is what you do you have to factory reset it but because it did it to me like yesterday is because it needs to update but it will not update so you have to factory reset it for to update. It does not delete your account. You have to have a phone and download the download app for you to keep your account.
I had to before, kept boot looping. All my data was saved onto my account so i just had to connect it to my side quest on my moms phone and it was good again. It deletes all your videos and games but all progress is saved on games and the games you have had previously downloaded are shown in your library.

The ring means that your headset is android powered so that means that you can install a new os install apk files (android apps)

Factory resetting removes that apk and thus you no longer have the problem.
