I lived in Chester county and traveled this route often to visit my grandmother in New Jersey. After the traffic light, the part that is below street level is known as the Vine Street Expressway. That is so cool. I never got tired of it.
Because the I-70/76 interchange on the Turnpike predates the Interstate system, USDOT both issued a waiver and grandfathered it, even when 76 was rerouted at Breezewood in 1968.
States are allowed to request waivers from USDOT to allow traffic control devices on certain routes where necessary; usually in urban areas. That also applies to I-78 near the Lincoln Tunnel.
I drive this route weekly, and avoid the traffic light by taking the Walt Whitman Bridge -see split on 1-76 W at 2:44 mark - to I-95 N, which has a direct link to I-676 W and avoids the traffic light. It takes virtually the same amount of time either way, and the amount of traffic on the bridges often determines which route that people take. Sometimes I switch it up just for a change of scenery.
You should collect all the Interstates that have traffic lights. You can start here, and add I-78 in Jersey City, NJ, and I-180 in Cheyenne, WY. I also remember a traffic light on a ramp between I-279 south and I-376 in Pittsburgh, but maybe they have fixed that. The I-690 exit off I-90 in Syracuse, NY, also had a traffic light.
and I-70 has a traffic light at US30 in Breezewood while transitioning on/off the eastern split with I-76. and I-65's north terminus is actually a traffic light at US12/US20 ... not the I-90 interchange for both roads.
I also forgot that I-35's north terminus is a traffic light at SR61. and its south terminus is a traffic light in Laredo about two blocks prior to the bridge crossing into Mexico.
@@markmoore8399 That's true, and it would have also required the closing of 6th and 7th Sts., and that would never be allowed to happen, as this is a very densely settled neighborhood. It's also the case that much of the traffic crossing the Ben Franklin Bridge does not continue onto I-676, and exits onto surface streets adjacent to I-676.

The I295-rt42-676 interchange is maybe the worst planned out interchange EVER! there is absolutely no continuity! Whoever planned it out should be banished to drive all day everyday! Im pretty sure since I can remember you couldnt get directly off 295 south to go east on 42 towards Atlantic City. They are in the process of fixing that for the next 25 years or so LOL

PA has all kinds of oddities on its interstates it seems.

And I-8 ends at a light in San Diego. Lights at ends are actually common
Definitely plan to see them all. The ones that end at lights aren’t a big deal, that happens a lot. I-78 in New Jersey coming soon.

Why do you think there are traffic lights and at-grade intersections on I-676 between the Vine St. Expy. and the Ben Franklin Bridge?
My understanding is that otherwise they would have destroyed historic structures or monuments.
