To be completely accurate, IMO its the first Winter Project collab that established her psycopath persona: -luring RBC innocently to kill her -eating Mio's heart in front of her corpse,even Ayame got scared -singing cheery folk song (winter) out of nowhere in the radio, making situasion more eery -killing miko while laughing -lastly, the tweet from the other member about her scary persona in that game probably what established her psychopath image
To actually expand on this a little, that was the start, but the fact is she continued her streak of ultra-violence in several more games, including her legendarily violent GTA playthrough, during which she 'practiced for a mario kart tournament by viewing the pedestrians as coins' (her words.) If it was just the Project Winter streams, it'd probably have faded after awhile, but Suisei kept feeding the image, to the point where Suicopathy was just a part of her character. Suisei is kowai today too.

The fact that rather than intentional psyco self promotion but just suichopath having fun means suichopath was just sleeping inside her before the winter project collab

we're just going to forget the fact that she also ate the hearts of her enemies as an intimidation tactic while also laughing on top of their dead corpses while their spirits could only watch as their lifeless cold bodies were defiled
the thing about psychopath is that they themselves are unaware of it because of lacking self reflections.... so suisei being unaware of it make her even more on tune with psychopathic behavior just saying~
