Regarding the empirical expressions that you mentioned for pipe flow development, they have been proven incorrect because they suggest that Le = 0 at creeping flows (Re =0 ). Instead, check the non-linear correlations provided by Durst et al., ASME J. Fluids Eng. 127, 1154-1160 (2005) for pipes and channels.
