Try no bit, I started to use the Orbitless last year after owning my horse for 15 years and haven't noticed any difference apart from he is very relaxed schooling and hacking out.

Does this progression work for all horses or mainly just performance horses?

Bits are pain compliance devices. It is people that are afraid of their horses that use pain, fear, and intimidation to control their horse. That is called horse abuse.
