At school Cato would have been the classic Billy No Mates who brought an apple for teacher every day
Cato was a dick. The only episode I respected him in was when another chief inspector tried to do over Dave Quinnan

If they wanted an unlikeable new addition to Sun Hill, they hit the jackpot with Cato.
He reeks of awfulness.
He's funny though and an awesome additional character for the series, why The Bill was so good...

I know a few people have some things against Cato, but I’d like to make a few points to support him:
Firstly, I think his character development got better with time particularly in later series. For example, how he had a humorous side when he wound up Tony Stamp in a Christmas special in series 10(?).
Secondly, he supported his colleagues on numerous occasions, like how he stood up for a WPC (on another relief) who made a sexual harassment complaint against her sergeant, or how he supported Mike Jarvis when police complaints investigated a punch-up at a met police rugby match, which an inspector from traffic division put the blame on Jarvis. Finally he supported Dave Quinnen when a high-flying graduate chief inspector muddled in Dave’s arrest.
So yeah, his character may have sucked early on, but so did other characters (like the very early days of Derek Conway, Andrew Monroe & John Maitland). He was an old school copper through and through, just like Derek Conway.
It’s a shame he was axed just after 3 series, because I think he would have been a good long-term character, after a bit of mellowing out.
BTW if you watch New Tricks, you would know he played Gerry Standing’s snout/friend in one episode, and he doesn’t come across as the imposing power-hungry tough guy there.

I don't know... Conway and Monroe became more likeable with time - Cato was always a bit out of his depth and unpleasant as a result, whilst Maitland was so by-the-book that he was a boring character from beginning to end.
This bold headed old man in charge is boring character to watch in every episodes he is in 👎
