With this system, how can a poor person with their cheap items and low-rank family ever escape poverty? And how about people who make mistakes as kids or teens - will that follow them forever? How can a former convict rehabilitate themselves when their punishment continues outside jail after they've served their time? What about the victims of social media smear campaigns? There are SO many ways of unintentionally and permanently ending up on the wrong side of this system. It's basically extrajudicial punishment where an algorithm is your judge, jury, and executioner. All these interviewees cheering for vigilante justice because "I never did anything wrong", but what they don't realize is they won't be the ones to define what's wrong...

I was thinking about this too! If an individual who struggling financially buys cheaper things to save money, then they could be targeted by the system and it would further limit their financial mobility. This system seem far to overarching to do any good for the citizenry as a whole, it’s meant to restrict opposition and keep tabs on everybody

do you know what a credit card score is? Do you know what a criminal record is??? Why are people acting like this is some new idea???
If anything the rest of the world is decades ahead and developing nations like China/India are simplying catching up. Why is everyone freaking out about normal everyday things? Shows you how insane the MSM brainwashing is.
At this point CNN can probably run a story on how "China forces children to participate in mandatory intelligence tests which will determine their future income and social status", and people will start acting all hysterical (while unthinkingly do free advertisement for some shitty show just because the media deliberately references it for no reason). It's called going to school, it's called an exam.

This system is not so different from the credit system of a traditional bank , if you can't pay your debts you can't get more money , simple as that.
For those poor kids , if they study hard enough to get into a good college it's not difficult for the kid( and the family ) to change their social class, education is the main focus of almost every family in China

FireRaccoon first off buddy, I don’t know why you’re bringing up MSM because I’ve only heard about this hear and from China Daily. Also, I don’t think you are understand how large in scope this system looks like it’s trying to be. I know that real privacy is virtually impossible nowadays since how our information runs through so many intertwining systems, however this aims to use all of that collected data on you and all those you have contact with to create a virtual class system. Yes, it could encourage people to follow the law and act respectfully, but it could also be used to crack down on ideas. Financial and political repercussions for what you buy and who you interact with is nothing short of totalitarian

The interviewees generally assume that the rating system will help encourage people to follow "the rules." However, the rating system can be adjusted to fit the government's changing needs: need more low-wage labor, tilt a variable; need less children, tilt a variable; need less religion, tilt a variable, etc. This is simply a method to create a permanent, disposable underclass for the government's needs.
The people should be able to track the government, not the other way around.

I am Chinese and I am concerned. If the credit rating is only about financial credits, then it’s just normal standard stuff. But if they try to rate ppl based on their behaviour and social connection then it’s going to be very dangerous. Ppl are saying if they are law bidding citizen then they have nothing to worry about. Yet we all know that law is not perfect and need to evolves with time. For example, I think same-sex marriage and surrogacy are illegal in China, but does that make someone a bad person? Is that the information one should take to publicly penalise a person? If we are judging ppl based on social relations, then what would happen to say, kids coming from a bad/criminal family? I can’t even imagine what kind of bullying or alienation that kid have to go through. (And guess what that kid would ended up doing if he’s being rejected from society)

Excellent example of a potential flaw, though one could argue that the government will narrowly address these kinds of issues as they emerge. The government doesn’t actually want to suppress gays or disadvantaged families; it only cares about political and ideological enemies.
That being said, even perfectly necessary fixes to uncontroversial issues that arise may be slow if the government doesn’t provide an online forum for feedback.

Pegsu Zhang No. No civil war. There are other ways of staying free. As far as SesamePay being privately owned, that's up to interpretation, for one (CCP is on the company board), but secondly, it is of no consequence, since this is already being implemented in Suzhou for everyone. The government asked SesamePay to do trial runs for them--but within 6 years, the government is rolling it out to all of China. I'm sure you already know this? You have VPN at least, that's good. Look this up. Eventually, it will be too late.

There is what's app and fb but.. we know they mine data like crazy.. and what's app is end to end but they take metadata. But going back to scoring system.. this is some serious stuff. Culture difference. China largely function in harmony and the governement need to be in harmony with the citizens to function too. The only difference is that certain key decision like economy structure and international political stances are solely decided by CCP. China citizens can live any kind of life they want as long they do not infringe the laws and onto others. This is helped by a confucius culture that emphasis on self inspection.
Governement and civil social life are intertwined in China.
In the west, this concept is amusing because the irony that the citizens voted for people who works in a organzation they do not trust.

I don't get it, why all the "civilised, righteous and free" governments from west kept having wars and destroying families? If that's what the proud westerners called civilisation and democracy, China don't really care to be part of it.
And I think westerners really need to understand that, western standard is not the only right standard...there is no right or wrong standard. You need to let it go, it is not the white century anymore.

I understand her statement yet I also understand your reply. However, we did have a civil war in the US that still has implications. Maybe this very war is the reason people in the west question and distrust our government. Hopefully, I won't come across as superior, because I certainly don't believe that. In fact, China and South Korea are countries I greatly admire. Both have worked hard to become strong leaders in the global community. However, regardless of community philosophy, shouldn't we all keep an eye on our governments and never fully trust them to do what's best for the people? Shouldn't we judge and measure what they do to make sure that those in the government aren't the only ones succeeding? Just wondering what you take is on this?

If the system promotes certain behavior such as punishement for being friends with someone with a low score, and if the path of least resistance is unfriending this person then that's what the majority of people will do.
If you listen to their arguments here most people said:" I am not against it because I am well behaved etc. meaning "It wont have any negative impact on me." This itself is a self centered egoistical argument.
People are driven by their intetests and they naturally look for an easy way to get it.
Of course this is only an abstraction which cannot predict in the end every singel type of behavior there is. But this is the key point. Social systems are not people. It's more than us, it's bigger. We make it happen yet it would also exist without us. It is us and it is also more than us. We define it and we are defined by it. It's a natural process.

I've been to China, and studied it and the people's culture for years. It's important to understand that Chinese culture and thinking is very different from the norm in the West. They don't have a social consciousness in the same way Westerners tend to. Chinese value the family very highly, but for people who are not your family, well who cares about them? I believe younger people are becoming more socially aware because of increased urbanisation, but there are still a lot of people who will happily rip you off, not bother about keeping public toilets clean, spit on the street (I once saw an old guy open the window of a bus and spit out of it - had to control my laughter), and outright break the law if they believe they won't get caught.
Social credit is I believe intended to help create the social consciousness an urbanised and developed country needs to function well and fairly. The thinking is that if people know ripping people off and spitting on the street will reduce their score, they'll stop doing it. It's also intended to encourage "good" behaviour. To have a chance of working, the criteria for good and bad behaviour will need to be spelled out in a transparent manner, and the government will need to listen to and consider the people's input on what is acceptable to regulate or not. Being penalised for buying knockoff or low quality goods sounds like it will penalise poor people. That could help entrench inequality.
As far as privacy goes, many Westerners would be opposed to this kind of system, and I myself have concerns about how it could be abused, but Chinese people on the whole do not care much about privacy. It hasn't been a thing in East Asian culture until after it came into contact with Western ideas. A Chinese parent will think nothing of entering their kid's bedroom without knocking, even when the kid is an adult. The government also tends to be thought of as a parental figure, though not always as a good parent. With that in mind, I suspect most Chinese will be ok with a social credit system as long as the system is transparent and open to adjustment. I for one can see the potential benefits as well as the potential down side.

    • @nerpa

I agree with you that there is a huge culture differences between China and western countries. But we are now in information era, means nearly no privacy at all. Don't even think about that you can protect your privacy 100%. You access to ISP, cell phone network, Facebook, instagram, youtube everyday. either FIB, CIA or hacker will break into your data if necessary. Not even countries can protect their information, you have to know the PRISM program. I don't even think Amish people would resist it.
Just like guns in states, if you can't ban it totally. We don't you use gun to protect yourself. Try to think half full, rather than half empty. Most of terrorists have records in bureaus of government, but they still attacked. In contrast, lots of innocent people were criticized only because their nationalities. Even Obama has a "Hussein" in his name, ironically. Anyway, that's not my point. People can make good use of it, by using the credit based on that. Governments pursuit criminals more efficiently. Residences can also benefit from it. Communicate between strangers are no more barriers, trust can be built in a flash.
Again, anything could have double sides, just like gun. Gun can kill, as well as vehicles, planes, metals and so on.

But the difference is that you can decide to stop using any of those social media platforms at anytime, which is not the same situation in China. Where every detail of your personal information will be stored in databases which the government can have access any time. And anyone who dares to criticize the goverment on the internet or in real life will be punished by lowering your score or probably even be sent to prison (depending on how serious the accusation was). And in China almost all transactions and trade are done by these social apps (except maybe in poor villages). Even if you don't use those apps and the internet (which is almost impossible), you will still be recorded by the millions of CCTV cameras in your local city.

You can see the possible benefits to society and how this could be used well, but this system will also very likely be used to ostracize and limit people who have expressed any kind of opposing views to the government. If people become more fearful of expressing different opinions, then it becomes less likely that people become more exposed to different opinions and more likely that individuals will feel shock or anger at hearing different opinions. The acceptable opinions that are circulated will become somewhat akin to religion/faith. It's natural for humans to mimic each other in thought and behavior, so I think this kind of censorship is the most effective at creating somewhat of a hive-mind with respect to what the government deems to be the most sensitive political topics.

We should start with our governments first.
*Let's rate them first,* before they berate us for the amount of junk food shopping we do :-)
There should be a different score for social behavior and economic behavior, because there are a lot of nice people who can also go into debt, but still are socially nice. While there are also the people who have a lot of income, but treat others with insults under stress, or casually when on the Internet.
Also, the credit card companies, Internet companies and banks already have this score number. They just keep the rating hidden from the personal view, because they sell such ratings to other banks and insurance companies.
The rating on AirBNB, or the rating of comments on YTube is a much more correct value for the social score, than the spending score on potato chips, or mortgage prepayment records.

what are u talking about? They've been doing this since independence. CCP has always been open to crackdowns, and people support it. Many people are more extreme than the government without realizing it ( even if they're really nice people), they want religions to be rid of (China is not doing enough, they merely put them in camps, the people want mosques to be demolished), they want more death sentences, they want crackdowns on celebrities, and if a celeb cheats and comeback, people get mad. They love cancel cultures, they follow the hype to report trending controversial (retarded) social media stars, just like we have all those degenerate content creators, China has them too, except they actually get taken down the platform. People rejoice and feel that they have a duty to create a better world until their own content gets taken down.

  • @kulrigalestout

As an American citizen, a government mandated social credit system terrifies and enrages me. Gullible fools can feed all the information they like to the social media platform of their choosing, that's their business and I have no say in it. But for the government to do something like that? To demand that we maintain a web page detailing who we know, how long we have known them, whether or not we are still in touch, what we eat, what we buy, what we read and watch? To demand that we share private information that we would not otherwise have reason to? That is entirely too intrusive and it's none of their business.
I can see some benefits. Right now I'm applying for a job which requires a security clearance, and of course that means the government has to collect certain data about me. If a system like this was in place, that information would already be there and getting the clearance would take no time at all. For jobs that don't require a clearance, such a system would have one's employment history and conduct; like that one woman said, it's "the ultimate resume".
But what happens when the government decides certain people are now a threat? There's already a not-so-covert war on Christianity, but churches being bulldozed for violating building code simply by having a cross. There are regions in western China where Muslims are assumed to be terrorists and rebels. What happens when the government decides to outlaw religion entirely? Are people going to be arrested for no reason other than owning a bible or quran out of curiosity?
And having your score affected by others you associate with? Well, what happens if you personally make an honest mistake and your score dips below some arbitrary threshold? Would you be OK with friends and family forsaking you just to keep up their score? And how is your own score supposed to get back up when a lower one means fewer job prospects, fewer people willing to even talk to you?
I'm not so naive as to believe this stuff doesn't happen already. It's been happening for centuries; in the Wild West, if you had sex outside marriage the rest of the town would look down on you; depending on how far word spread, you'd have to move to another region entirely to get away from your shame. In 1950's America, if you were friendly to someone not of your own skin color you were sure to be ridiculed and ostracized. And let's not forget the Holocaust happened half a century before cell phones and databases even existed.
But a system like this gives a frightening level of power to the government because it makes controlling a population far easier. And any system is not perfect; someone WILL find a way to cheat the social credit system, and if that person happens to gain political power then there's much greater chance for evil to be done. You might think it's good for you because you already follow the law, you already behave like a good citizen, and such a system would only serve to punish the "bad guys". But what happens when the system decides *you* are the bad guy? Will you still believe in the system when you're abducted and tortured by your own government because your friend suddenly snapped and committed a heinous crime? Would you stand with your father on the firing line when he's being executed for his faith? Will you go quietly into the night when people of your education level are made public enemy?
As I said, none of these doomsday scenarios are new. Humanity has been the greatest threat to its own survival ever since one tribe saw another on the opposite side of the river. This social credit technology simply enables discrimination, segregation, and genocide to happen much more efficiently and easily than ever before. I simply don't trust any government enough to handle that kind of power responsibly.

THIS credit rating is based on your SOCIAL BEHAVIOUR. If how you behave socially is deemed unacceptable, your social credit rating will be lower, and it will affect your monetary credit rating. If you have a friend who has a bad social or monetary credit rating, it will affect YOUR social and monetary credit rating. Get it now? This social credit system also reminds me of Wongfu's movie "Everything Before Us" - except it's called Emotional Integrity instead of social credit, but basically almost the same or some even more stricter rules apply (i.e. if you break up with someone, your score goes down dramatically - especially if the circumstances were bad - and people judge your for everything you do in life). Also, I'm completely down for a social credit system, but one that's vague, not have too many rules (doesn't judge on absolutely everything) and doesn't have too much material/capitalism rewards (same goes for punishment). Some people could use the system to their advantage and maybe pay someone off or pretend to be good while secretly doing bad things and still having a good social score (this sort of thing actually happened in the film "Everything Before Us"). I personally think that being judged for your negative social behavior and being refused certain things and being judged is fine, since we as a society do this anyway - it will just be more visible instead. And like someone else in this comment section said, there are some people who could become victims of this system if there are too many rules in place or if the company or CEO in charge of the company has some sort of agenda to make. For example, in the video, buying cheap goods should not be something worthy for a decreased social score.

    Two concerns I have here:
    1) Since China is tough on dissent and sometimes people can get arbitrarily imprisoned for criticizing matters like these, was there any risk to the interviewees if they expressed too much disapproval on camera?
    2) For once, I honestly can say I don't think the questions were deep enough. You should have asked whether or not they believe people could be entirely misjudged based on their social credit score, and pose some thought-provoking questions about whether or not criteria to determine for merit and good character is ever as simple or error-prone as one might like to think (while providing examples). You implied it here and there with a few questions, but never directly asked it.

Its like asking a North Korean to say what they think of the supreme leader They have to say they love him or get taken to a concentration camp and all their family and friends with them. Its not as bad consequences but look what they are doing in Xinjiang its literally concentration camps.
The loyal servant will be taken care of.

I'm not sure how this system works but I think some people in the comments are overreacting. The system is more based on how trustworthy you are, and it's the same as your credit card score (FICO score I think?). It's not like Black Mirror where you have to rank others, so that everybody became fake. To get high sesame credit score, you just need to return things in time, pay your loans in time, etc. And this is a pretty fair system.

What if the system gets expanded to your opinions and private life?
Let's say you were to write on Weibo that Xi Jinping shouldn't be allowed to be president for an unlimited time and because of that, your score gets lowered by 200 points.
The government can make certain people's lives super hard, if everyone relies on that system.

    • @ZuoZhou
      @ZuoZhou 6 років тому +23

Honestly, I don't think that would work. Does your credit score relate to your twitter (so if you complain about your bank, your score will drop 20 points? lol) ? As far as I know, the sesame system is only to monitor people's financial situation so this would mostly affect money-wise issues. I'll do more research on it and let you know.

Zuo Zhou well... I think that the CCP would definitely take advantage of it. I mean, they're already persecuting regime critics, so why not make it easier to punish them?

Anything can turn terrible if the method is wrong. I guess my point is we should not get any conclusions before we actually see how this system works. Westerners enjoy demonizing the Chinese government and I find it amusing. lol.

Zuo Zhou I just hope that if you think that this system turns out to be bad, you'll still be able to get rid of it afterwards.
It's true that the Chinese government has a pretty bad image and people tend to be biased. I am too sometimes, although I know that it has done good for most of the people, of course there is no black and white.
Please try to understand that I, as a non-Chinese, can criticize the Chinese government and love China and its people at the same time. It's not the same thing. The people who make the rules are just very few and don't have anything to do with all the amazing chinese people I have met.
As an outsider, I would advise you not to trust the people who have power too much. Most of the time they care about themselves in the first place and not as much about the little people. I always try to have a healthy amount of second thoughts and reflect about what my government is doing (or trying to do) and think about whether it's actually good for the people.

It is Orwellian dystopia. Some people are saying it's not much different than credit score or criminal record. But let me tell you one thing those things are still little private, your nearby coffee shop waiter might not be knowing those things and serving you according to that. Anyway those two have limited effects. Bad credit score will hamper your firther use of banking system, but bad social score can ruin your life. People make mistakes, but everyone learns from them, it should not be used to haunt them for life. People being interviewed are saying "It will force people to be good", tell me who's going to decide what's good behaviour and what's not. Anyday new government can change that variable. Some people might have underlying medical conditions which can make them little less social than everyone, what will happen to them. This can be used in so many wrong ways.
Government should be answerable to people for everything they do not the reverse.

I feel like this system is completely oblivious to the idea that people can learn from their mistakes and change. If you messed up once, you will have to struggle for very long... if you get out at all.

So you'd say someone who's a bully in high school (e.g. someone from a fucked up childhood) should be punished FOR LIFE even if they regret it a lot and try their best to make up for it, therefore are a completely changed person?
      Just no.

This is not a social credit system at all.
Zhi Ma Xin Yong is a financial credit system run by a PRIVATE Fintech company. The system is only used for deciding whether this Fintech company would lend money to individuals and that’s it. Many Chinese people were actually surprised when this APP turned into a social credit system on foreign medias. For my foreign fellows, this is why no Chinese people are protesting against it. Most questions in this interview were asking for predictions of interviewees IF a social credit system is implemented in future China.

Many Chinese users (the comments in Chinese) are quite amused by how this rumor became a big piece of news and are expressing their “what???” in this comment section. There is some misunderstanding ppl.

For those who are afraid of things going wrong, we are using cars, aeroplanes and fire stoves, which are very dangerous. New technology always comes with risk, but we don't ban it just because of the risk. Instead, we take the advantages of it while avoiding the risks.

The funny thing is that I think this system will backfire badly. People will figure out what matters and what doesn't, people who are genuinely bad will game the system and people who are good won't expect that they get worse scores.
So I think it will create a culture of resentment against the social credit and the young will especially rebel against it, and it will become like Facebook where only old people care about it and everyone else will just do the bare minimum to not get hurt by it.

I think more Westerners will think it's scary. Growing up in China and US, I feel Asians feel less stressed about privacy. It's more about ideology, not about wisdom. However, no matter where are you from, you are already under "surveillance. " Like, we click on New york times, we buy tickets online.....These websites already keep track of our footprints. We just never realize it. Everything comes with good and bad things. If it can provide greater good, then it might be fine. Like, the sesame credit can allow people book hotels without paying. On the day people check out, they pay.

I pulled Jury duty and during the selection process that took a week, they threw off all the Chinese because each and every one didn't believe in giving all the accused a fair trial. It turned out that all evidence revealed that two of the three accused had nothing to do with a killing, and the third guy causes the fatal shooting in a struggle with yet another guy who had fired off a loaded gun, of his own but was taken out of the game because he was a police snitch. Three guys would have gone down for murder, as far as the Chinese were concerned. The judge, at one point of all these Chinese being poled by attorneys and showing pure apathy for justice said, "If you feel that way about our country's justice system why don't you go live in Russia??" We're talking, a DEATH PENALTY judge. (And he's appalled by the Chinese willingness to throw away three lives).
