    We return with a critical update on a situation that has resonated with many of our viewers. Previously, we uncovered the perilous work of a balcony and pergola constructed by a dubious contractor for a single mum. Our findings were alarming - the construction was not only non-compliant but dangerously illegal. After ringing the alarm bells and getting the Victorian Building Authority (VBA) involved, we have now revisited the site to bring you the latest developments.
    Join us as we re-inspect the property to evaluate the actions taken and provide crucial awareness for those embarking on their building or renovation journeys. It's a story of negligence, a fight for justice, and a community coming together to right a wrong. Watch to see the turn of events in this ongoing battle for safety and accountability.

    Was recently testing & commissioning the electrical install on a large infrastructure project. To 'spread the money' in the community some minor install jobs were given to local electrical contractors. Was sent to inspect two switchboards prior to energisation. I was disgusted by the work & called the contractor to come to site to explain. I expected him to be shocked by the poor quality of the work his electricians had done. Then he told me he'd done it himself! And he tried to defend it.
    Cost him an extra two days out of his own pocket to come back and fix the switchboards, which was still well below our expected standards of work, but 'safe' electrically.

      Yeah, sub contracting can be awful USA side too. My sister had to get a licensed general contractor due to wanting to alter a business space many years back. The laws would not allow them to do it themselves even though they know how to and could do it quickly. We understood the reason for the rule and normally would be fine with it, but the only one available locally in the remote town did okay work, but was super duper slow. A two day project was dragged out to months due to "never having time" to come out. They also sub contracted the plumbing out. Now that person was a nightmare! Literally used duct tape to hold pipes together! My brother-in-law went to check the work on day two and promptly fired the both of them. My sister and brother-in-law had to rezone the place to residential and then do the work themselves. Then they rezoned to commercial and had it inspected, which of course it passed with flying colors. The whole incident left a bad taste in the mouth though, and they sold the place shortly afterwards. After all, if any work needed to be done in the future they would be right back to where they started. There needs to be stricter oversight with these scammers. It hurts both those wanting work done and those competent contractors willing to do the work. That town could have had a decent worker instead of that scam artist and layabout.

    I've been in the industry all my life, from design to construction. The sad thing is regulations and penalties don't mean anything to "builders" who don't intend to comply.
    I saw some things also, like the size of the rafters in the roof on the deck. Looking at the span and spacings, they would be well undersized. I'm sure the roof would lack rigidity, and movement through constant wind loads will soon cause a failure of fixings.

      Where's the main bearer or support posts at the house wall to support the deck?
      Where's the posts in the middle to take 'load'
      I've seen the results of bearers ripping away from the wall because dyna bolts were used instead of proper fixings' 15 people fell, a couple died, many broken bones, and lacerations. No notice. One moment a group of mum's were talking, then bang, the whole deck collapsed
      the builder claimed bankruptcy and ran away, maybe he built this one?

      I don't think I've ever seen a deck just hanging by 'skyhooks' against a wall. Nothing to support that deck except a couple of pins in a post.
      Where are the rest of the posts?
      Where is the main support bearer for the rear of the deck?
      How did that deck not fall down on the dudes head when he was building it?
      The building industry is shot and broken. Anyone building new or renovating, needs to really think twice, especially in victoria where people have suddenly been left with bits n pieces of houses that will, most likely, never be finished, and, in the worse cases, their land was never theirs and their money is gone
      There used to rules to look after the home owners and customers, then labor got in and fkd everyone over
      As long as you paid the council and the government agencies and inspectors, anything goes
      Unfortunately, Australia used to be a country that took great pride in it's building and construction industry and it's manufacturing, well, bit by bit, each government has relaxed the bylaws so far, you'd probably have to go to Bali to find them.
      then they handed out licenses to 'new immigrants' to 'help them get started' and some, or a lot of aussies jumped on the bandwagon to get 'their fair share of the 'rorts and torts' and , this is what the building industry has become
      The last time I saw decent, honest construction in the domestic market, was pre 2010.

    I'm not a builder but everywhere I looked on this death trap I keep seeing things that I definitely would not do if I were building it myself. From the shabby roof, the gaps in the roof, the hole in the right side of the so called patio where a child could walk out to their death, cross beams underneath, SEVERE LACKING of support beams horizontally and vertically, missing so many bolts and nails and nailing things into nothing, cross beams supported by nothing, welding places to the uprights were virtual tack welds, and 1 bolt, hell no way.
    Floor boards supported quite literally by nothing, railing at edge non existent, should be a I would say at least comes up from a sturdy square tube steel upright say around 10 cm X 10 CM X 4mm at least, and attached to that 6 or 8 meter square tube a welded horizontal bar same size as that wood dimensions, and welded to the upright on all 4 edges on each side both sides maybe something. and so much more.
    Redirect the rain water from what was there to a new system and spread and then re direct it to 2 or 3 new down pipes with new guttering, and in the corner were roof meets house, do it proper so rain water does not go down the walls of the existing house.
    So I could be here all day saying about what I saw wrong, and what I believe should have been done to rectify it, ESPECIALLY the underneath side where they would be walking on. I spot all this and I am not a builder.
    So many shonky dodgy builders.
    Sub standard and way out of wack concrete so called support foundations, and when you go to the side car port, the side gate is supported by the rood, did anyone see that the pole was not attached to the foundation plate ? not to mention the missing concrete foundations.
    Been through DBDRV, they have no power and no authority, pointless when you got a dodgy builder who is not willing to do what is right, but unfortunately they make you go through that.
    If that were my place I would want the entire thing demolished and get the entire $47,000 back and start again.
    I would get proper drawings and measurements done up myself, make sure everything is triangulated and quadruple measured and confirmed.
    How much weight is to hold in any one area, how many vertical support beams are needed and in what area, and how to securely attach the horizontal support beams to the vertical support beams, and how to support all the horizontal support beams via the cross beams, and how many cross beams would be needed to be secured to ensure the firmness of the floor beams which one walks on so all the weight would be evenly distributed so there is no bowing, and all the cross beams can take that weight, and to ensure no movements of any vertical or horizontal support beams.
    Also need to know how to PROPERLY attach to or seam into the existing dwelling, 100% not like what they did.
    It needs to be main support beams along every section along the house and boundary of the patio so that someone could ( as an example ) someone 110 kg could stand up against the wall of the existing house and jump up and down and securely know there is not a snowflakes chance that anything would give, because the support beams are securely secured to the house properly, and also takes the brunt of the load across a solid strong thick beam to a vertical upright to bear the load, and another solid beam, maybe 60 mm X 200 mm thick horizontal support beams supported by another such beam at the end of that beam secured so that it would hold the weight.
    horizontal support beams possibly no greater than 300mm apart to avoid bending and drooping of top floor panels which people walk upon.
    But then again as I said, I am not a builder, maybe best to get someone who this site inspector would know and recommend.
    Too many dodgy builders, even when insurance people send out their dodgy careless builders who are so incompetent.
    I built a wood fence about 20 years later and another one 10 years later and 20 years later and 10 years later respectively it still as good as the day we put it up, strong and solid.

But the mediator / DBDRV have absolutely no power or authority and can not compel or enforce or decide one way or another, If there was a way to mediate and resolve the issue, it would have been done before it reach the DBDRV.

    Sorry, but this is not just construction industry, myself as German living in Melbourne, I shake my head when I see the Australian quality, the homes looks like Gingerbread houses here, the education is just a joke, health care is overpriced, especially the dentist and even the traffic fines are ridiculous. Restaurants are also super expensive for what you got! No wonder that Australia struggles with tourism as there is no value for money! I say this country is just like kindergarten with low skills overall, but I do not blame the people, people here are not stupid, I blame the system!

      sometimes i think it's intentionally expensive because they want to keep out what they deem to be "undesirables." same reason why they don't have easy public transport access to the wealthy suburbs in the east and north of sydney.

      we used to have excellent apprenticeship schemes, schools and employers. Many Europeans started companies here, from fitting and turning, manufacturing, building from concrete to rooves. There was pride in doing a top quality job. Second rate work was unacceptable, a standard was set.
      Eventually, governments decided to get involved, sell the apprentice schemes to 'companies' like Alltrades, who in my opinion, should never be allowed to run them. It destroyed the apprenticeship schemes because they don't allow an apprentice to stay in one place. 3rd and 4th years are 'dropped' to make way for 1st and 2nd year placements, leaving tens of thousands of young people without a trade, unless they can find a company to hire them, of which, companies are closing.
      Government decisions to 'import' everything has destroyed our economy. Our farms, auto industry, fk, everything, and they have the gall to pat themselves on the back and hand out massive wage increases while telling the citizens to 'go suck an egg', of which not everyone can afford an egg
      we've gone from self sufficient to heavily reliant on foreign 'junk' that just doesn't last.

I can't believe you got up on top of that deck, I would have been terrified to breath on it. Would be a great video to see how much force it would take to pull it down, I'd image a rope and a few blokes could make quick work of it.

    Another couple of thing to keep in mind....
    Firstly, obviously there is no builders warranty insurance because the 'builder' wasn't registered and didn't (couldn't) take it out. The important part of the warranty insurance is that it is only activated when the builder has died, disappeared or has become insolvent (think of it more like death insurance than car insurance);
    Second, if the VBA do go after the builder for a financial penalty, then the VBA and the owner are competing for what little money the builder has. If he can't fix his transmission without getting an upfront payment then odds are a good he has limited money (and any assets will be in his partners name and unable to be touched). So if we are generous and say he has $50K and the only creditors are the VBA and the owner (HIGHLY unlikely), then they would split the money (after admin fees) on an even basis.

    • @elliottb7009

      let him sell everything he owns to pay this bill. its principal not financial gain.

    • @james3744
      @james3744 7 місяців тому

      @@elliottb7009 I agree it is the principle of the matter. My point is that VBA involvement can be a two edged sword. They really do nothing for the current owner (as evidenced by the referral to the disputes board) and then they are likely competing for limited (or no) money with the homeowner.
      The best you can hope for is that the VBA makes it very difficult for him to do this to someone else.
      However, if home owners don't do their due diligence before hand then dodgy operators can (currently) continue to operate and try to avoid the VBA.

    • @deancooper6300
      @deancooper6300 6 місяців тому

      The VBA can only fine a non registered builder, recouping any monies is a civil matter unfortunately. If you arent a RBP you can pretty much do what you like with complete impunity.🤬
