As a question, it does not make much sense. You have to define a threat model, so a model of your necessities as a user: how private you want to be, how secure you want to be, how anonymous you want to be (all three are different concepts); then you need to know what apps are you gonna use (and what apps you can live without), if you feel that you are being spied of are at risk of that, what features you need working, etc. There are many, many, many custom ROMs designed for different purposes. GrapheneOS is the most secure and private, but only works out-of-the-box on Pixel devices. But there is Calyx OS, LineageOS, /e/OS, iodéOS, and one of my favorites: DivestOS, which has security and privacy features similar to those of GrapheneOS. Then there are custom ROMs not made for specified devices, but are made for a philosophy: Replicant is an implementation of the AOSP where every single non libre/FOSS piece of code is stripped out, as to obtain a completely free (as in freedom) version of Android. And one can argue that libre/FOSS operating systems are much more secure and private than any other implementation. Also, privacy and security depend on the hardware: it doesn’t matter if you have the most secure and private OS on you device, if the kernel running on your machine is vulnerable and exploitable, of if it contains some hardware that runs proprietary firmware that can be exploited or contains backdoors. This is, sadly, the most common and overlooked concept in this field. The best thing you could do is to buy phones that are partially open source, like Fairphone os Shiftphone, or completely open source, like Purism phone or PinePhone. If you cannot do that, or these options are too expensive, just buy a used or refurbished phone known for its extreme openness to custom ROMs and mods, like any Google Pixel. Then, after having defined and considered your threat model, choose a ROM, or (even better, in the true spirit of a modded/libre software enjoyer) create your very custom ROM from scratch! There are guides on the web that teach you how to do that; one of the best is the Alaska Linux User channel, packed full of content spanning the Linux kernel, through git, up until the creation of your custom ROM from scratch for a phone that has proprietary vendor blobs. One of the best things, I think, is to take an already secure and private custom ROM (live DivestOS) and adapt it to your specific device. Also, knowledge is power, and power is freedom, and the web is full of information and knowledge, so just lurk on many many different forums (XDA, F-droid forums, Privacy guides, GrapheneOS forums, DivestOS forums, GitHub, Reddit, and obscure webpages of individual developers that are a gem). I hope I’ve made your mind (at least a little bit) clearer about this whole world that is strictly intertwined with the broad world of privacy, liberty, freedom of any kind and right to repair and own your things.
