My first two guesses are that the bread is undercooked. That seems weird because with bread machines you can not adjust time settings unless you are able to choose a dark crust or another setting like that. My second guess is that the bread has too much water in it. Try reducing the amount of water, keep everything the same and see what the outcome is.
Can you substitute whey for the water?
I do not know. I have never tried that. I’ll have to look into it.

If you don't have dry milk, can't you just use 1-1/2 cups regular milk?
