More Rare Relays! - "Central" Illinois EAS Required Monthly Tests (WILL-AM [2003-2005 + 2001 Bonus])

- A couple of amazing remarkable discoveries!
There was a lot of Central Illinois RMTs I found between December 2003 and September 2005 (probably around a dozen), so I gathered at least three that had relay differences, so here are a total of three Illinois RMTs I collected from the American Archive of Public Broadcasting site, all with completely different relays between both December 2003 and September 2005 via WILL-AM Urbana. There is also one from February 2001 that was added as a special bonus due to the fact that you can partially hear the test despite being mostly muted.

Wow, you found a goldmine there!
From what I have decoded, all the tests you have found from 2003 to 2005 (with the exception of the one from September 2005, which indeed is an IL statewide test coded with the Civil Authorities code) appear to be local tests for the Champaign-Urbana area, coded with the "EAS" (Broadcast station or cable system) originator code.
Most of these local tests seem to have the "This message was instituted by the Illinois Emergency Management Agency" audio, although a few of them (such as the December 2003 one, which sounds really similar to the other test on WSIU from 1998 that was found a year or so ago, although that one was for Southern IL and not Champaign-Urbana) have different audio, although with pretty much the same counties coded as the "instituded by ILEMA" one (and with the EAS originator code still). Also, the one from May 2005 has an audio completely different from all the others (both the instituded by ILEMA and the December 2003 one), although its still a local EAS coded test. My guess is during most months all local areas of Illinois conducted local tests and only for a few months a statewide test was conducted, and the Champaign-Urbana area likely had more than one primary stations originating the test. One station used the "instituted by ILEMA" audio, while other used the December 2003 one, while another used the May 2005 one (or perhaps its the same station as the December 2003 one but they changed their audio at some point? who knows, all of them decode as WILL and not the actual originator station).
Also, the February 2001 one with barely audible audio seems to be a local test for Champaign-Urbana too, with the "instituted by ILEMA" audio, rather than an IL statewide one. It's hard to hear, but the voice sounds closer to the guy reading that audio rather than the famous statewide one we all know and love. The tones are barely decodable, but I am able to decode the first part to be able to make out it was also coded with the EAS originator code (rather than CIV/Civil Authorities).
Also with a little funny note during May 2005's relay, you can hear one of the radio stations playing Billy Joel's "Piano Man" in the background. Right after the message was completed, you can hear the start of the line "And the piano sounds like a carnival and the microphone smells like a beer" for a couple of seconds before cutting to the EOMs. However, it was still unclear that the May 2005 was either literally a then-brand-new recording or was re-recorded while the overlapping station was in process, or something else, who knows.
