Also as I have already made ECA for masters, should I also do ECA for bachelor degree?

When you apply for Professional Engineer (P.Eng.) license with the province, an individual assessment of your undergraduate education may be conducted. Each province regulates its own engineers: PEO (ON), APEGA (AB), APEGS (SK), APEGNB (NB), etc. The response to your non-CEAB accredited degree could not different, depending on the province. Quebec requires a French language test for licensure. CEAB=Canadian Engineering Accreditation Board.

When you are in Canada, you can talk to a college admission office. I believe you need to take a short course (prerequisite to the academic course) and no study permit required. After the short course, apply for study permit of the academic course. This is a tip for you to do further research.
IRCC announced 10 prioritized trade occupations in 2023 for PR. If you work in 1 of these occupations, you will get easy PR; high CRS score and age become less important.
