For some it might be an option. If you are looking for excitement then bettendorf isn't the place for you. After dark the streets are pretty deserted. If you are just looking for a fairly safe city where your wife or kids can go for a walk about anywhere in the city then it's the place for you. Lower income? That's going to be rather tough. Section 8 is only accepted in basically one area and it won't be much choices if wanting to rent a house. Landlords want proof of monthly income plus credit checks usually.
