For some reason when I hit the play button to look at the animation the skin mesh moves away from the bones, also when I move the bones or the joints the skin mesh doesnt move with it like yours does.
just open rifle.ifp (in gta3.img) and replace an animation with your edited anim (using 3ds Max), then export.. Open again that rifle.ifp you just edited using GTAAnimManager if you not sure that was edited or not :)
hi, you need to click "Auto Skin after import dff character" it has "A" icon beside "Skin the Character" button actually, the icon/button placed under Import DFF button. hope you understand :) can't send ss in YT :/

this tutorial works on blender because i don't have 3ds max anymore
no all the modding tools are made for max. either write the script for blender in python or see if there is a tool made by blender community.

check the red box here goo.gl/llGeRc, click that button before you import dff skin file :)
