This guy needs to check his sources, because I've seen the behind-the-scenes story of Rock vs. Mick Foley, and that isn't at all what happened. Mick got disoriented and kept standing to face Rock, and Rock took this as a signal to keep hitting him. It was an honest mistake. After the match, Rock went backstage to make sure Mick was okay, and the only thing Mick was worried about was if the crowd liked it. That's how Mick Foley is, he doesn't care how bad he gets hurt as long as it's entertaining.
Toby Shoulders kinda looks that way, but given that it is called 'the peoples elbow' I still gotta lean towards it being an elbow drop more than a shoulder drop. But then again, you are at least in the general area of the move. I don't see how they thought it was a leg drop

About Rikishi, in the storyline, his goal was to merely cripple Austin, not kill him. Also, at first, when exposed, he said that the Rock had nothing to do with it. Only after the Rock repeatedly disrespected him and didn't help him during his steel cage match against Austin 8 days after No Mercy did he start saying that the Rock ordered him to run down Austin.
