They had elected a tribal counsel and a councilman, but native Americans are like other humans sometimes incompetent or corrupt.
What should be done is to higher and administrator that are educated in organizational management, owes no business and are not publicly affiliated with political parties to run the daily affairs of the reservation, the politicians can have business, but they have to be publicly known and if their is conflict of interest, or just a possibility of it, they will have to excuse them self of decision making in the case, which the non elected administrator helps them with evaluating if they are, elected officials should not be expected to be experts in running the tribal government, or in when they are in a conflict of interest, most people don’t know the rules and if you are in the situation yourself it makes it difficult to be objective, which is why they should have a public servant to help them.
Even in Denmark one of the least corrupt countries in the world it sometimes can happen, it takes laws, traditions, organization structures, enforcement, and over time a anti corruption culture will hopefully spring up, it only took 200 years in Denmark to get corruption lowered permanently.
Death penalty for corruption, malpractice of government money life imprisonment, living wage for public servants, non monetary reward like medals and titles similar to the military for public servants, vigorous enforcement of laws and ethical standards, no Biden family enrichment pay to play. WAs what it took to get it down, the death penalty is not in effect today but corruption is punished hard and your anathema to society like a pedophile if convicted of corruption because of the anti corruption culture today, the culture is one of the most powerful tools against corruption re-emerge.

Atleast the corruption evident today, isn't the WHYE Indian Agents pocketing lease payments, owning mercantile's, extending CREDIT, foreclosing on allotments, stolen timber sales, stolen oil, stolen mineral sales. Even if the BIA, SENT MONEY TO DISTRICT OFFICES, THE BIA officials pocketed money... Bia, in the 1980's used 3 different computer accounting programs. When finally audited, it was realized that all three accounting programs, had rolled back OVER TO $0.00 after reaching $999,999,999.00. NUMEROUS TIMEs. The Financial institution that held our money in trust. Never contacted, or sent monthly statement, or EVER AUDITED.

Mitch Keller i stumbled across it looking for any info on land titles that were essentially stolen from tribal members over things I had heard as small as $1.00 and I found those as well. It might help to know which district thru the BIA, it was Portland Oregon. It was an actual investigation brought about by the government. So i am gonna say it would be searchable in library of congress.
I think also in part this went hand in hand with the Cobell Salazar settle, ent. The government stated there was just no way to actually account for all the money and resources stolen. It would have likely let to lawsuits against corporations that exist today that built wealth on stolen resources, and with the blind eye cast by the BIA, I heard it was a huge fricken party back then. Blm, had its issues with tribal members for this very reason. In fact. If you would like to understand more. One of the easiest would be to watch Thunderheart. Nevermind the kooky white guy saves the tribes narrative, but understand that is essentially how it was done. Everyone has the potential to be greedy.
I wish i could elaborate more. I am pretty sure it was during reagan era, and it was right before or after a financial crash during Ronald Reagans term. Oh, also, there is a great PBS documentary about Eloise Cobell, this woman was tenacious, one of the native women i look up to. Unfortunately she didnt live to see the lawsuit settleted, but the documentary, tells of what she found, not just in one state, but nationwide. It is overwhelming.
I hope that helps.infact i might do some digging here to orrow and see if I cant narrow down a link or something.
      Peace✌️

    • @metu5818

Mitch Keller I am not sure how, but I am sure it was supposed to be "greedy". On the Flathead Reservation where I am from, the Indian Agent most notorious in our history, was William Smead. He was the man in charge of every families trust accounts. If your family needed clothing, you would submit requests. Thing is he also owned two mercantiles, so he would put farming equipment on the the families allotments, there is a likely reason to believe there was never any farming equipment even delivered. He never made appropriate transaction, esstentially leaving his mercantile to collect on the farming equipment. Then selling it to non members for cheap. People lost their land thanks to that thug.
He also issued a long quarantine, even beyond the beliefs of local non members off reservation, capitalizing on those who did farm and ranch farmed. He also, was the guy who would buy up land that me bers lost due to non payment. He was so greedy he proclaimed that when the reservation was "thrown open" they would slaughter all the indian ponies as they were a destructive breed much like the indians...

That’s the unfortunate reality of the common Native American belief of land being sacred over all: no matter what, it is completely unscientific, irrational, and in today’s world-in practice-irresponsible to think that every last square inch of land on the planet beyond recognizable monuments and absolutely unique biodiverse areas is sacred, and should never be touched.

Several tribes have had corruption, environmental scandals and cover-ups like this. The old 90s movie "Thunderheart" is based on a true story from Pine Ridge. Elsewhere in Indian Country, small tribes have been known to simply disenroll certain tribal members to punish them and cut them off from access to their tribal lands and benefits, including health care and dividends from casino monies. And due to tribal sovereignty, noboy can do anything about it! Each tribe is free to decide to disenroll people who the tribal leadership sees as a political or legal or economic threat.

    Matthew 7:24-27
"Build your house on rock, not sand."
What does the word "GOVERNMENT" mean? Look up the word "government" in a dictionary (book). Its Greek prefix means 'to control or to steer' (like a rudder).
The Latin suffix 'mente' means "the mind". Put it all together. "Government means to control or to steer the mind."
