This looks so chilled out when compared to F1. Well, this is Le Mans where teams can have their damaged car repaired and still have a chance to win in 24 hrs.
unlike others type of races like F1, in Le Mans 24HRS you have a certain amount of time to respect during the pitstop, it's not a sprint where every second matters, it's an endurance where you take care of what you have for 24hrs.
it's not like in F1 where pitstops need to be as fast as possible, in fact in an Endurance, GTE, GT3, etc, pitstops have a time to be observed. And in Le Mans even, they have a light to tell the cars to stop even if they want to get out because they were too fast.
Not an expert, but I'm guessing the fuel flow is a limiting factor - since it takes so long to fill the tank you don't have to rush the rest of the stop. Fuel flow is probably very limited for safety. Just guessing though.

It just gives some time to cool down the engine that's why they are so slow
they already have damn good radiators
if you put one of em in an ordinary car it would literally freeze cause of cooling
