Every chassis has its own capacity to handle braking forces,you just cannot put brakes with good stopping capacity on any chassis.

You're half correct.
He just changed the caliper & master cylinder. He will get better feel & feedback.
For better braking you need to upgrade to steel brake lines & racing brake pads, along with good master cylinder.
Chassis & rider weight will still matter.
