Owner concealed his discriminatory policies in his right to opt out of the program. During a venting -interview property manager on recording saying doesn't want to deal with tenants with mental illness and neither does the owner! It was a Catch-22 cluster of discriminatory policies aimed only at voucher holders /disabled families, who were set up to be DENIED HOUSING. But who knows how it would be decided in court! Maybe best solution is getting an injunction to make them continue accepting vouchers for tenants while HUD investigates the case? Even the owner's attorney denied the reasonable accommodation twice -didn't even respond to second letter request - Seems pretty clear it was intentional discrimination especially because company acts like they're above the law and they did not want the grant the accommodation.
