Subliminals were part of the culture (especially on the East), so to argue that Biggie or Puffy didn't anticipate a song like that would be taken a certain way by 2pac who was just shot at a studio where they were all present (regardless of when it was actually recorded) suggests two possible scenarios. Either they were the dumbest and most ignorant fools in rap, or they released it to play on the allusion to their involvement for the hype it would create. I give them more credit than others and believe it's the latter. When it really turned bad they had plausible deniability on their side but as Gipp says here, many people who heard it made the connection, not just Pac. That's why it's taken so long to unpack the history of the record to disprove it was written specifically for him because the presumption lies in that it obviously was written for him. False equivalence. Pac and Keith Murray actually ran into each other and Murray told Pac the song was not about him. Also, Who Shot Ya was released literally right after Pac got shot, whereas I Shot Ya was released LATER in 95’.

I think the title alone is what gets people crazy but that was the very first line in the song. They just chose to make that the title of the song.
