The apron doesnt refer to an apron that you wear, it's more like a concrete apron that ramps up to your garage. Think of it more as a boundary or limit.
I’m interested in hearing your thoughts by going back and maybe you weren’t old enough but I think things went to shat hitting the fan in 1996 when the splurging on duds became a trend. The cap went crazy high in relative to that time and it irked many of the deserving marquee players. If I could have a time machine I would like to have if it were in power to renegotiate the CBA. I think the problem of underpaying is as big a problem today as it was then.
I think it ends up happening every couple years. It might be unavoidable. Some new influx of cash will come into the association and make the salary cap spike. Free agents the year it happens will profit. Usually my opinion favors getting more guys the opportunity to play in the big leagues and avoid injured guys eating up the payroll.

The luxury tax means the owners are taking home less. Being under the cap means the players are taking home less
