The content farms manipulated the system to get their videos on the UA-cam Kids app. If the UA-cam Kids app didn't exist, that would not have happened. They're still doing this too, Amazing Digital Circus being a notable example of the media they're exploiting these days.
UA-cam kids is probably meant for 0-12, and regular UA-cam for 13+.

It's COPPA, that's what. Ever since that incident with the FCC suing UA-cam over the "Parents allowing children to watch UA-cam unsupervised", any video that has content that is both suitable for kids, but also has mature content mixed in being deemed "made for kids" would be either blocked or certain features taken away....
This. Right here. Is why I hate COPPA. Parents and the FCC shouldn't complain about this shit to begin with if the parents were to just supervised there kids more. Instead of letting a company do it for them. Who suffers for this? Us, not them. COPPA should be updated.

My guess is because of the title. With keywords being censored and 4kids. With it being anime and the unsavory idea of "uncensored" anime and how it just has to be sexual or violent. On top of it saying 4kids. Despite that being a company name the bots (be it human or robot) see that and think you're doing something weird uncensoring something dirty or bloody

It's because it says "kids" in the title. It triggered bots because of COPPA.
They are 100% coded to check mostly anime content. I got 3 of my thumbnails removed by YT because they featured One Piece characters in swimsuits. Official art, mind it, nothing raunchy. Simply swimsuits.
I appealed, and they replied mentiong their TOS forbids any imagery showing CLEAVAGE. Cleavage. Like in the '60s. Pretty much 20% of the videos on UA-cam would qualify.
Their search bots are purposedly coded to to flag anime and games, they are super biased against them.
The bots feel broken. Sometimes you have an easy time posting actual 18+ modifications of content and have it go unpoliced for months, while the original sfw version of the same art is somehow prlblematic.

I’ve never gone through the appeal process myself, but I’ve heard that it’s fairly typical for appeals to be automatically rejected the first time, and you just have to resubmit it for an actual person to review it.

UA-cam is „special“. Someone i follow once made a reaction to an other video.
His reaction got restricted too, because of the content that was shown, while the original video wasn‘t.
Sometime it‘s weird.
As some people have said, maybe the issue is the fact that a company with the name ''4kids'' is mentioned in the title, but that said, I also think it's true that it was something automated so to speak and not a decision that was made because a human being reviewed the content of the video.
Put a blue or black filter over it.

The AI is pretty ridicules. I was so annoyed when an OCRemix track got 18+ restricted. It didn't even have lyrics, but the remix title was 'Acid Flashbacks' (a pun on the acid genre and it being Flash Man from Mega Man 2). When videos get 18+ its more or less a death sentence, they should be far more lenient with complaints...
The target demographic for the Japanese version is teens, not kids.

What happens if you upload a new version of the video, with minor changes? Does UA-cam consider it the same exact video or does it consider a different one?

With Google, it's paranoia, as they're so paranoid about getting into legal trouble over COPPA, it's causing them to mistakenly label any video involving cartoons as being for children or even age restricting videos that do not need it.
Also, by the way they handled Censored Gaming's appeal, it seems they are also using some flawed AI to review appeal claims. This proves why AI is not a trustworthy, and often times, dangerous thing to use when reviewing appeals and making decisions for a website.
