A porous surface only allows you to drive on a non-flooded road, fighting aquaplaning. Only the top surface is porous, everything underneath is a traditional road. Porous surfaces do nothing to prevent floods or feed water into the soil. You need a system of retaining ponds and overflow basins that allow water to soak into the ground. If water is contained, it won't flow downhill, and won't attribute to the peak of rainwater that might overflow an area. The more containing ponds you have, the lower the peak should be. Those ponds need to be everywhere a significant flow is generated.

Most of M'sia industrial area are along the rivers side. The state gov. don't care about pollution. What they care is to collect enough taxes.

Non sense, many developed countries have dense populations with no forest yet they dont experience flood, because they have good infrastructure.
