Closing in close to 20 years since this came out and the mystery still remains why was this over-looked in releasing on the home-consoles....

Well, a lot of people liked SCUD Race, but that never got that one a release outside the arcades. Daytona USA had a pretty hard time being ran with the Saturn, trying to put Daytona 2 on the Saturn would've been a graphical and frame rate disaster. By the time the Dreamcast came out, I think Sega just went with the original Daytona USA for a port as it already had more tracks to its name thanks to Championship Circuit Edition, plus the Dreamcast came out a full year before this, so it was a bit late for a port, plus I don't think there was that big of a demand for this version over the original. After Daytona USA on the Dreamcast, we haven't had a new game beside the arcade port on the PS3 and Xbox 360, I think if they were to release Daytona USA 2 on a system, it would've been Dreamcast, but that eventually was killed off by the PS2, so there's quite a few reasons why it wasn't released, but maybe there's a port waiting for us in the future... Who knows

+Pixel Power Gamer - Well, the arcade version of the original Daytona USA game also did have superior graphics and a very smooth frame rate, unlike its Sega Saturn port, so you'd think SEGA would have done the same exact thing with this game for the Sega Saturn port by reducing its graphics and frame rate properly because then, it would have been convenient especially for SEGA fans who don't even have a local arcade near them (with the original arcade version of this game inside). I also would have loved to see PC, PlayStation 1 and Sega Dreamcast ports for this game for the same reason. I wonder if they also would have been willing to release it for the PlayStation 2, Microsoft Xbox, Nintendo GameCube, and as digital download versions on PlayStation Network and Xbox Live for the PlayStation 3 and Xbox 360, just like the first game? I remember playing the original arcade version of this game at Chuck E. Cheese's many years ago, so either way, it would have been so awesome to see, purchase and play home versions of it because it's really fantastic!

I have many theories that resulted in Daytona USA 2 being screwed over, starting with the most prominent one:
      * Daytona 1 and 2 were the Japanese take on NASCAR. They were released primarily to celebrate NASCAR's brief stint in Japan during the late 90's. See the Coca-Cola 500 of '90, taking place at Twin Ring Motegi oval course. In Daytona 2, the driver model was clearly meant to resemble Dale Earnhardt Sr., considered to be the GOAT driver of NASCAR. Almost all NASCAR fans consider the late 90's to be the Golden Age of the sport. SEGA game designers traveled to Florida to visit Daytona International Speedway and Orlando's theme parks (particularly Universal Studios) for inspiration for two of the game's courses.
However, NASCAR just straight up went off a cliff in the 00's with NASCAR leaving Japan, Dale Sr's death, rule changes (particularly the Chase "playoff" format), the disdain for the Car of Tomorrow, and dwindling ratings. Combine that with the death of the Dreamcast, SEGA's ensuing panic and financial losses, and waning interest of "Americana" culture (rock music, fast cars, etc.) and you have a perfect storm of Daytona 2 being buried and forgotten. Sega still trots out Daytona 1 every now and then for its memes (mainly thanks to Takenobu Mitsuyoshi's vocals) and popularity among old arcade diehards who still remember playing it and but that's about it.
      * Daytona 2 is a NASCAR game. NASCAR is especially disliked among non-NASCAR fans for "being redneck" and "turning left again and again" and "only popular because of wrecks." A lot of arcade goers didn't give it a chance for that reason.
      * Daytona 2 was too difficult for the arcade crowd. Consider the popularity of shallow Midway/Raw Thrills racers like Cruis'n World and Fast & Furious. Players would rather just stomp the gas pedal and bounce off walls harmlessly than play a racing game that punished them for crashing. Popular video games have dumbed down their general difficulty over time, preferring to help aid the player to victory rather than demand practice and payoff over numerous playthroughs.
      * SEGA secretly hated Daytona 2 because it was less profitable than the immensely successful Daytona 1. No kidding right? It's hard for any sequel to out-do the level of success that Daytona 1 had. This is why Daytona 2 had exorbitant production value to exceed Daytona 1's level, including network play with up to 16 players. SEGA hasn't been kind to game series that have made less money than projected--the Shenmue games being the most obvious example.
      * SEGA lost the source code to many games during the post-Dreamcast fallout, perhaps including Daytona 2. SEGA won't say which games, so it's a complete mystery if they still have it. Since rebuilding games from scratch takes more time than using existing source code, SEGA didn't think the effort of rebuilding Daytona 2 was worth it. Also consider the brain drain from SEGA at the time. They didn't have the same team to remake Daytona 2 even if they wanted to.
      * SEGA wanted to keep the Daytona games arcade-only as much as possible. Daytona Championship USA demonstrates this fact. However, there were multiple reasons that merited Daytona 1 getting multiple ports: Daytona 1 was just that damn popular. SEGA's Model 1/2 arcade games, especially Virtua Fighter, spurred a need for 3D graphics in the 90's gaming market, hence Daytona 1 got a Saturn port. SEGA was also poking around with releasing PC games at the time, forging a relationship with Microsoft, hence a Daytona 1 PC release too. As for the XB1/PSN ports, those were done because the original Daytona 1 arcade cabinets were dying off and SEGA could profit off the nostalgia.
As you know, arcades have made a steady decline since the 00's. One of SEGA's best strength was in their arcade games, and those went away with public trends. SEGA sold off their Gameworks and Joypolis arcades. Daytona 2 can't make a comeback if there's no arcades to play them in.
      * Daytona 2 (and most of the arcade racing genre in general) is in a weird no-man's land with no real demographic to thrive off of. Arcade racers like Daytona 2 have physics which loosely follow real-world driving physics, requiring proper cornering, braking, etc. but with drifting to make it more engaging. The "car guy" demographic doesn't like arcade racers because they aren't realistic enough. They prefer real-world simulators like Gran Turismo, Forza, iRacing, Real Racing, etc. The "gaming" demographic doesn't like arcade racers because they are too technical for most. They prefer simple racers (Mario Kart), social racers (Forza Horizon), or wreck-em-up empowerment games (Burnout). No room for arcade racers to thrive.
      * Driving games are usually forerunners (AKA "tech demos") for new tech, only to be usurped by other genres as devs improve on the tech. Some of the first ever video games (280 ZZZAP, Sprint) and 3D video games (Battlezone, Hard Drivin', Stunt Race FX) were racing games. It's much easier to render rigid objects (like automobiles) than living things like humans. Driving games were used as the first "simulators" used by government, military, and professional drivers. Virtua Racing was specifically designed as one of the first Model 1 games because race cars are much easier to recreate than humans. The human models in Virtua Racing and Daytona 1 looked like puppets.
But as humans became easier to render and more lifelike, focus shifted towards games with human protagonists. Artists would rather work on games with humans/animals/monsters instead of cars. Driving games eventually took a backseat as other genres claimed most of driving games' initial interest. SEGA heroes Yu Suzuki and Toshihiro Nagoshi were responsible for OutRun and Daytona USA, but they've moved on to Shenmue and Yakuza respectively.
      * Daytona 2 was really a bad game and we're blinded by nostalgia? I personally disagree, I think Daytona 2 is one of the best games ever made, and it's a shame that very few games have been released in similar vein since then. I weep for the racing game genre.
Also worth mentioning that SCUD Race is based off the BPR Global GT series which ran from '94 to '96 before being transformed to the FIA GT Championship. BPR's brief stint meant that a SCUD Race release would be illogical without making heavy altercations to the source material. The Porsche 911 and Ferrari F40 from SCUD Race were shown as models in a Dreamcast technical demo, but that's as far as SEGA got with releasing it to the Dreamcast.

I wish they ported it to the PC, Sega Saturn, Nintendo 64, PlayStation 1, Sega Dreamcast, etc. How come the race announcer's voice clips aren't playing at their normal volume, though? That's really strange. Nevertheless, awesome gameplay video!
