It’s because the forgiveness was done through a different program. The program was likely through PSLF which was something passed during the Bush administration. Biden was a senator at that time and abstained from the vote.
But, this is where Biden does his best work. He lets other people do the work and then swoops in and takes full credit as if it was his idea the entire time.
