My only guess is level requirement. I'm guessing it requires 40 but it may be higher? What level are you?

Compared to many other classes, hunter has REALLY easy runes to obtain... And tbh, I do like that some runes are a bit more tough to get instead of like 'kill this mob to get your rune'
