I like the direction theyre going with making perk effects based on our special stats rather than fixed percentages
And the damage perks getting changed too. No longer have 9 points NEEDED just to do damage
It's great for old players that have full special legendary perks.
Brings it a little closer to form. I miss being able to increase sneak by sneaking... Fix all of the commando cards and other cards being so spread out. Commando next to commando and heavy gunner next to heavy gunner. Drives you crazy trying to reequip cards.
It’s great for bloodied players using uny.
@@francescat.torres6168 not like Bloodied needs anymore buffs tbh
You missed some Luck perks.
Can Do!
Pharma Farma
Scournger - All reduced to 1 point and can find stuff based on Luck.
Good with Salt - Reduced to 2 points instead of 3.
Coming up in may: to balance the game, enemies will be 400% more spongy
I hope so, I 1 shot everything just about. At least all of the normal enemies.
You gotta love it, I love GRINDING CONSTANTLY, THANK YOU BETHESDA, nah though I swear to God all they do is make it more grindy like bro I just wanna play and not redo my build every few months
Hopefully, the enemies now are super squishy
hahahahahahahahahaaa
It seems inevitable. What’s so gamey about a game where I just vaporize everything by merely looking in their direction?
i wish they would make a change to legendary perks where we didn't have to keep swapping them when we swap builds. at the moment if i swap from my heavy PA character to my bloody commando character i need to swap legendary perks around and then when i want to switch back to another character i need to fix the perks that have altered my build... surely they could allow us to lock the perks to each individual build.
They won't. Legendary perks were designed to have a semi permanent feel to them, so I doubt they'll ever make it easy to swap cards.
It costs a single coin to take them off. Its so small and insignificant, why even have it? It's just odd to me.
@@dchec2100 then add more slots for high lvl players like me(1405),cause now its pointless for me to level up character
Even if they still have to make you pay the perk coins I would like this. Maybe a warning prompt before it switches letting you know how many perk coins will be used to switch. I just hate having to switch them around constantly. I have a loadout just for crafting, and this would make it alot easier, sometimes I forget to take my legendary ammo factory perk off.
I wish you’d change your PFP lol toon fan 😅😅
Tenderizer and any furious weapon is looking incredibly op right about now

"Jorilla" - Angry Turtle January 29th 2025
They need to change and buff non special legendary perkz now, and also add a way to test your dmg and effects that is more reliable then killing mobs, and also make Carawans an PvP Event, where you can particapte either as defender or raider. And its important to add 4 star drops to world bosses and a chance for events, to give more efficent endgame options then farming raid. Also add more 4 star mods that are an alternative, instead of 10 utterly bad ones.
Making limb targeting a standard rather than a perk is such a good change. A lot of really good reworks overall, I'm really loving perks benefiting from special stats themselves.
Really hope we see a new wave up focus on perks instead of legendaries. We need more build variety in our perks. Perks should really be a build defining thing and allow us to really dive down into niche builds. Ghoul perks and onslaught are a move in that right direction. Would love to see more weapons specific perk card (like a gauss rifle perk card, black powder rifle perk card, etc, instead of just blanket rifle perk cards), focus on DoT, or even specific elements. We also need to get rid of the three 3* weapon damage cards. That can be one 3* card. Love these changes
actually now every special have really cool cards, charisma was soo weak before as endurace
The roles per SPECIAL are becoming more defined. Charisma was always overlooked being the "support" SPECIAL but being able to share up to 5 perk cards with your team at 15 CHA is actually overpowered. I hope they don't change that.
@ I hope they do, 5 points is a 3 star card and a 2 star card and this mechanic will make moreheterogenus build a thing cause you will share at least one card for team mate so the copy cats build will be less a thing then ever, then charisma in single players games was soo op, basically you could skip the whole game will now is the worse thing ever cause you wont actually benefit from nothing.
Also think about how every special exept char give an actual bonus while char in this game have only that basically cause vendors aren t a real thing either caps after a certian level
"I don't think anyone is running overencumbered on a daily basis."
And my wife took that personally. Really, I don't know what she carries to be constantly overweight like that. It's scary.
Normal women's purse...
shes a fallout hoarder normal indeed
my sorry ass with 2000/600:yeah,i know right
After farming EN06 a bunch the past few days, I have been over encumbered ALOT. Yesterday I walked all the way from the raid to the wayward while at about 1k in weight to drop off stims, radaway, and all the other stuff the raid drops tons of. And that is with all weight reducing perks lol.
@@jacobbecklehimer7781Take scrap kits and use back pack mod mate works a dream
So after lvl 50 the crafting perks should not have to be equipped it should be enough to just have them unlock......it is such a pain to change all those cards every time you want to upgrade some gotta back out swap card go back in the bench then when your done go back in the menu and switch them back ...... 3:25
Was hoping they’d rename expert picklock etc in the same manor as what they did with guerilla perks and have the name first ie picklock then the rank (expert etc) So they are together in the menu.
Was hoping you wasn’t a Man City fan lol 😂
Ironclad will also increase rad resist if it's a natural stat on the armor. Feels a bit limiting for ghouls.
Also wishing perks like Spiritual Healer worked in reverse as well with a feral ghoul's -99 Charisma, like an AoE. One can dream...
Limiting is one way of viewing it, another would be it allows all old vanilla armour to once again have utility because as of now if it isn't SS, CE, or BR people just aren't using em. Now heavy leather, metal, combat and basic scout armor are now gonna have better utility for the ghoul characters due to their lack of radiation resistance
@@expertmercenary645 Believe me, I would love to try a low damage resistance build running around in a set of wood armor, but other than some measly stealth effects, The set is pretty bad
Technically anything low health related doesn't work on ghouls either. No serendipity, unyielding, or bloodied (not that we'll need bloodied anymore)
Bloodied adrenaline will still be better than regular onslaught for regular mobs. Ghouls won't have as much use for perks that scale with special.
@300swabs I'm still waiting for confirmation if Overeaters working is intended or not. They've been kind of quiet on that topic. Wish they would convert health Regen to passive rad generation.
@@hyperionlink what do you mean?
What I want to know is how perk paccks will work. Like if I don't want to do ghoul, will the perk pack randomly give me ghoul cards, thus diluting the available human cards I have available?
very good question, id like to know the answer to this as well
I think the best case, for players, is that when you open a perk pack it gives you the option of selecting a human pack or a ghoul pack. That way, you can choose to try ghouls only after you have a selection of ghoul cards you want to use.
The worst-case option is to randomly mix them, regardless of whether you are human or ghouls, thus guaranteeing that everyone is getting perk cards they don't want. This will make some players leave the game when their human perk loadout goals move farther away.
A middle of the road option would be if you only get human cards as a human, and you only get ghoul cards as a ghoul. But if they do that, then many players won't want to try ghoul when they realize they start without any useful ghoul perks. However, players with very high level characters that want a new challenge with limited perks could enjoy this option. Doubt it's a winner though to keep players from leaving.
I am so happy those changes are coming, it will improve the game a lot. More flexibility with the builds and the Special points will now have a lot more value due to being linked to the perk cards effects.
Me and my friends have tested the a Charisma + Intelligence build yesterday. With Bodyguard and inspirational we got nearly 5 times as much xp from Killing enemies.
DANG!
do the effects raise with unyelding?
Yeah but doesn't it screw over solo players who just join teams for the XP? Now w here forced to be around each other?
@@TT09B5 no, the players WITHOUT the card equipped will receive benefits only if they’re near the player with it. So solo players can still do their own thing
I love that they are making things scale with stats.... I want this update now
I don't know if the perk card/legendary mod that deals with "limb" damage naming arms/legs will be the same as it is now but whenever I do quests that says something about damaging/attacking limbs the Head is included in limbs. If that's the case with the update, then VAT users going for headshots will/should see a gain as well.

Lots of good changes! A lil but so helpful change like the ability to pick up only the ammo when lootng corpses would be so nice and time saving.
Evry time after evry fight and event i see people standing arrounf for minutes just to drop all junk they cant store.....
I had the same thought the other day! Wish the ammo converter had a “sell all” option of a specific type, rather then X amount at a time and still leaving you with 9 rounds of something because you don’t have 10..
Inspirational seems like a Nerf. Right now, I can throw that on and gain the benefit in a team, while playing solo. Now its only useful if I'm actually playing with someone (or only in events). 90% of my gameplay is solo.
I appreciate not going over the ghoul cards as they are seemingly always changing, but still important as to gage public perception for the ghoul update. Another awesome video will have to change plan of attack when the update goes live. Xp build is now charisma and intelligence, which I was not expecting.
I just confirmed that Radioactive Strength DOES still work for the Minigun Shredder while not consuming glow as a nice loophole side-effect, since the spin counts as Bash damage while not considered an active bash. Actually bashing with the gun WILL consume glow as normal.
Looks like non-bloodied commando builds will be making a comeback with the Onslaught mechanic & gunslinger perks, something I'll be testing out when this lands.
😡🐢Thank you for the information. I hope one day B will allow players to have different S.P.E.C.I.A.L. load outs per build 🤔
The punch card machine allows you to change your SPECIAL loadout. It is at train stations and can be built in your camp.
@TheXB0XFan thank you ... I know that [been playing a couple months after release], however each build has to use the same S.P.E.C.I.A.L. set up .
@@spitefulangel4790 Unless it changed and I missed it, no, each loadout has its own S.P.E.C.I.A.L stats as well as perk loadouts. I have a Heavy Gunner and a Commando loadout. HG high STR, Commando high PER etc. You may be overlooking the option in the punch card machine to adjust your stats?
@@spitefulangel4790 I'm not sure what you mean by each one using the same SPECIAL setup. For me the perk machine allows me to change the SPECIAL stats on each loadout. They all have a different arrangement of SPECIAL.
Hmmm... let me try to explain adjusting SPECIAL . ie: say I have 9pts in perk cards but when I use a maxed out S card I can now add more perk cards to strength up to 15pts...the maxed out S card would allow me to add more perk cards ie: commando say I have 6pts for agility a maxed out "A" card will allow me to use more perk cards for agility without adjusting load out numbers... thats how 😡🐢 is able to use so much perk cards😊
I don't need to worry about the pros and cons of being ghoul. I have prepped a second character to be ghoul. I have a lot of level ups to pick new perks.
Shotguns with extra armor penetration seems interesting.
Wow, I think all my builds will need to be totally redone lol. Looking forward to these changes, I wish they'd give us more character slots so I could make a new character for the ghoul though...
Does Arms Keepers will replace the Bears Arms and other weapons weight reductions perks besides Packing Light for the pistols ?
This is a ton of changes. So many builds will have to be redone!
...and all the now good cards i allreadý have scrapped... 😒
They shouldnt move anything to strenght, people already cant use stuff with 9 points in heavy gunner crap.
First time in years I'm probably going to strip down to zero and just make a completely new build. entirely too many changes...
Great video turtle thanks for sharing.
Dude. These changes are AMAZING. I love the new “small guns” category in perception. Love that I won’t have to suffer agility to run a pistol now. It felt so counter intuitive to run pistol before this. Very excited. Saving some pistols already
Wish the new Strong Back was 1 point it could fit in my build a bit better
I think arms keeper is the biggest one for me I like to have several weapons on me like I do in fallout 4 but that doesn’t really work with the weight in this game
Lead belly was one of those QOL cards I’ve always had on since I’m a full health build. I hope there’s an END threshold where it will still give no rads from consumables
Ngl this update is gonna kill my character bc I use a few perks to keep all my weapons in check so I can get that 90% less weight but now it's getting removed to 75% I'm screwed bc I'm always carrying a lot and I don't have fallout first so I basically don't have a good build anymore
Knowing Bethesda they'll just make every single enemy more spongy to compensate and pad out playtime 😑
They are planning to roll back the Inspirational aoe thing. Talk of it on the BETH and PTS servers already. Stuff moves so fast it's hard to have a fully accurate video anymore lol.
So with the gun slinger perk changes is that gonna low the max "base" damage of all pistols cause thats about a 60% damage drop if i remember the cards right as of right now
Fallout 76: Pistol Meta is Comming. Huge Buffs with One Big Problem.
ua-cam.com/video/jX5OwFRmrww/v-deo.html
With the changes to the “Arms Keeper” perk, does that mean “Bear Arms” is being deleted?
Or is this just a buff to “Arms Keeper”?
for now bear arms is unchanged
Question, if you stock up on master gunslinger/reverse onslaught cards now (they get you 2 perk points) will they be worth 6 when update goes live since it’s a 1 star level 3 card?
Ghoul build-
bloodied unyielding armor furious puonders heavy hitter auto axe CANT WAIT for an updated build from our turtle squad
How you going to keep yourself in bloody range as a ghoul? Just have to constantly watch your health to not raise too much.
Ooh good changes, thanks 🐢. Can you test whether if all teammates share tenderiser, does it stack damage wise or negate each other? I’m assuming the latter. My pistol girl can’t wait for these changes. 👍🏻👍🏻
Just one change needed to make glow spending perks worth it. Make it so glow second line of defence not first. Fist you spend health then damaged, then you spend glow if your healt drops below 0.
I guess it's time to leave F76 behind, and try some of the games from the library. The time is right.
So would the Asaultron Head radiation weapon be good for ghouls as it irradiates the user?
I am saving one for my first ghoul character, it seemed appropriate to me.
Whats with the other Cards under Luck like Good with Salt, Phama Fan, Can do and the others they were in the first Patchnotes? Did they dont get get a change know?
Will there be additional benefit if you share inspirational at events with your team I.e. a double bonus
So how will Ironclad work with Aegis Armor. As noted it doesn't improve set bonus (Union) but if you add Aegis on your armor does it adjust those numbers? And does it affect Aegis boost from a teammate?
Do you need to become a ghoul to get the ghoul cards? Not talking about equipping the card, just getting it. I have 67 card packs just waiting for the update to hit so I can open them and get the animated ghoul cards.
Waiting for the fix if the 4star effect for weapons. The one that restores hp and ap on crit.
I think they already fix that in PTS to regen 5% instead of 5 flat.
The fix should be released with ghoul update as it’s working on pts.
I like the changes, but they're messing with perk cards too much in my opinion.
how much do the scaling perks do? particular spiritual healer and refractor?
Does anyone know how much health spiritual healer will Regen? I'm doing a full Regen build and it could be really good depending on the charisma scaling
We need a Guerilla Turtle shirt now. 😂
I thought good with salt was going from 3 to 2, or is that not a thing?
Does ARMS KEEPER stack with legendary effect on armor for 100% reduced weapon weight??
I tested spiritual healer a week or so ago, it seemed to be 1 hp/s for every 10 cha. I'm hoping they'll improve that a little.
So wait, Turtle - might be a dumb question but is Concentrated Fire now affecting attacks OUTSIDE of VATS or is this just a poorly updated description because the card does not mention VATS at all...? This must be a mistake I think. It's starting to become hard to believe how much additional damage they are giving to players!
Power creep at its finest really. sucks to see.
Does ironclad work on elemental resistance added to armor by legendary 2nd star?
We should all assume it means natural non legendary stats
Can you use some ghoul perks as a human or is that not possible? Can anyone help me with clarification?
Ghoul→has some perks locked ("human" perks), can't use them
Human→has some perks ("ghoul" perks), can't use them
had not realized just how good Ironclad is, nice
spiritual healing is really good, from what I saw on PTS (better than it says on the pip boy status)
Eye of the Hunter needs to also increase damage imo. The extra accuracy is cool, but since its clearly designed for a sniper build, give us more damage the further we are. Maybe while using an NA rifle. One shot guns need that buff anyways. That said, there are a number of cards here, with Ghoul, that I think will benefit an NA Rifle build
I want February to go fast so we can get the new season and update to enjoy the new perk cards
Too many nerfs. The only people who use Strong Back are those with little carryweight/low STR. Inspirational now is totally worthless to anyone who is not playing low health/Unyielding. Tenderizer speaks for itself. Bethesda is going way too far on this scaling with SPECIAL stats.
Its a balance measure. Ghouls can't run unyielding, so the special scaling is meant to bridge the power gap. Especially considering the op 4 star mods for power armor. Limiting breaker alone allows PA users to crit like unyielding users as it is.
Unyielding is generally considered the way to go for xp anyway. Also the change to strong back is actually a massive buff, not a nerf.
My only concern is how being a Ghoul will effect the UNYIELDING legendary on equipment. I use a single star bloody build mainly for XP.
5:53 Hi homie, here, do you mean also wearing the helmet? For example, the secret service helmet or withouth the helmet?
Only for base 5 pieces, chest plate and two legs and two arms
@@Hervoo thanks homie
We need Perk card to let us duel wield pistols
So with all these changes, what does that mean for us Bloodied Commando players? Which perks would we be looking at now or having to change/swap into our builds?
05:53 wait it doesn't mention no-powrr armor anymore, does it mean it also woks for armors?
yes
Oooo, my heavy gunner build's gonna do way more damage with this update. And I'm gonna be even tankier in power armor. Gonna love this.
So it seems Spiritual Healer doesn't require being on a team, but does it work IN combat?
Moving Portable Power from intelligence to Strength is absolute bullshit
I can't even remember the last time I even took that perk. Chassis are like ten pounds and PA doesn't have any weight when you wear it.
Its fits more into strength though. Alot of weight reduction perks are already in Strength.
@@TheXB0XFan Yes, but Strength is already overloaded with all the heavy gunner and melee perk cards.
@@charlotterandall8738 Strength is crowded, that's the point. They want you to make a choice. You choose to do damage, or you choose to carry everything. You can get some of each, but not all of both.
How much carry weight does the strong back perk add per strenght point?
similar to other cards scaling is not linear but you can add over 100 carry weight
the restriction of being in a team being removed has made charisma focused is op and more viable the healing one is a no brainer and makes lone wanderer inspirational workable this will get back oh and ghoul seems cool too but all my RP buils are back and useful
unyielding players are OP something like 30 all specials (mostly) is not hard
Tank kill already worked on pistols that was changed along time ago.
anyone knows the percentages and/or loot tables of mistery meat perk ?
Based perks are more often nerfed perk cards… before the percentage was general… ie, i only have 6 perception.. with the low number… those perk cards based on perception are going to reduce their usefulness?
To balance this they need to have more enemies per event, so we get overwhelmed even tho we deal a lot of damage, instead of just making them sponges
Wait so iron clad works on power armor?
yes
Nice
Oh boy
Any idea how stacks dissipate for tenderizer?
they don't
Hopefully someday they scale the difficulty of the game with the card and weapon changes, and make it more challenging.
So what exactly do they consider small guns? Anything that isn’t heavy?
he keeps mentioning a ghoul speed penalty isnt that only when you're disguised or am I missing something?
when does the ghoul update come out to public live
Are you able to “switch” between ghoul and human?
I'll never use the ghoul cards. I think I'll be most interested in trying out the cards that increase performance of rifles
do i smell a lame ass fixer npc here..?!?
@@giovanniamore2438 Do I smell a lame ass who can't allow anyone else to have a preference?
Do you know if spiritual healer works in combat?
I'm excited for the new perks and reworks.
Aw man, why the touched the concentrated fire, it was good before!
Damn you make more job then bathesda with their guides for 5 years
Btw you know what is best weapon for melee who is non automatic and must activate explode hand legendary perk, becouse only some weapons activate this perk like power fist or heavy weapon(but they are to slow)
So is anyone else happy they "Fixed" the crashes?
Spoiler alert, they haven't, I crash to desktop at least once or more per hour
So no more building at work shops its not worth the waste of materials and time to me.
But TY for another great video Angry Turtle
Combining pistols and rifles into small guns is very exciting
Wait, no more 10% dmg perk cards for specific guns?
Having tried it in the PTS, being a ghoul will not enhance my build, and being melee none of these perk changes apply to me.
so did they get rid of commando perk cards. what will commando build look like?
commando perk cards are unchanged
Still no rework for Butcher's Bounty :(
Still nice work on all the reworks of perk cards.
Let's hope this continues until all cards have being given some love.
Will the bear arms perk be removed?
for now it stays unchanged
