So far you dedicated your slots to help you in chase, but nothing to do with main resources like pallets or windows. The only thing anti-exhaustion perks give you is ensurance survivors will move with their standart movement 4 m\s(Not really because there is more ways to gain haste like babysitter + exhaustion goes away after you get hooked)
You also don't see the "value" until the match finishes and you see that all 4 survivors had exhaustion perks but you only saw like 2~3 the entire match
Denying the Survivor their free-distance perk is substantially better, in my opinion, than using something to deal with pallets or windows. Downplaying taking Dead Hard, Sprint Burst, Lithe, or any of the similar perks that Survivors have come to rely on, away from the Survivors in question will 90% of the time give you more value than Bamboozle, or Enduring. I've hit Survivors who are calmly walking away because they think they have Sprint Burst when they don't. I've had Survivors run right into me and get downed because they think they have Dead Hard, but don't. They can't vault away from you, or take tiny fall for the speed boost -- and that throws most of them off because those perks become crutches after a while. The real reason people don't take these perks is because, like the other commenter said, you don't actively see it doing it's job during the match. You don't know how much value you got out of it unless the Survivor actively fucks up, or you look at their perks at the end -- and people don't really like perks when they don't see the value in real time.

In short term it takes much more effort from killers for a chance to counter than survivors activating exhaustion. Core desigh should change, not perks to counter buffed

If that lithe increased the chase by 20 seconds and languid prevent that extra 20 seconds of chase time you've now just saved more time than 3 eruption uses and nearly as much as a single use of pain res (20% is 18 seconds but the time you aren't repairing when you scream brings that to around or just over 20 seconds) and that will happen 3 times a match. Perks like Dead Hard often increase chase by even longer than 20 seconds. Now think about how many times you see exhausted perks on the enemy side, damn near every single match (ironically the match I showcased was the least amount I've seen in a very long time. 3:28 which was my broken recording countered 3 of the survivors perks. Also while exhaustion goes away when you're hooked, there is almost always a bird near every hook in the match so there's an extremely high chance they will become exhausted running from the hook. Also you're not taking into account the quite high chance of human error. People who rely on exhausted perks when they don't have access to them more often than not make mistakes because they're used to having them available to them which will get you a free hit alot of the time. I did have an example of this in the broken gameplay where the Nea was using lithe+finesse to do the combo but was exhausted from languid so couldn't lithe away and died to make your choice.

Im only day three in this game and Im running into rank 100's with fully stacked gear and perks. I keep seeing killer mains haveing fun on theses vidoes but I cant have any if im getting bullied this hard playing any killer let alone trying my luck at Onryo. How do I deal with survivor mains with hundreds of more hours of game play then me?
Okay as someone who started playing about 2 years ago (relatively new for most DBD players) unfortunately you need to suffer through it. The learning curve for this game is like running face first into a brick wall and you need to just suffer through it until you start to get a feel. I will note this WHOLE build is not one I recommend (I recommend the perk of languid touch just not the rest especially if you're new since there are too many moving parts). Also I can't stress this enough don't play Onryo for your first killer, she is a macro killer that requires you to keep track of about 5-6 things more than any other killer. I'd recommend you level up artist to prestige 1 atleast, that way you will have pain resonance for all your killers. Then choose a killer that doesn't have as many moving parts so you can get a feel for the game (Myers is pretty good for this). Generally the killers that aren't super strong are the ones which are a little better for learning the game since you won't be overwhelmed with a bunch of mechanics. Also be careful on youtube of people giving out build guides as you try different killers, alot of them say things are really good when they aren't and are just farming for engagement (something I had a big issue with when starting). I'd stick to perks that will give you passive value that you don't really need to be fully paying attention to as to not overwhelm you while you're learning. Perks like Languid touch (The Lich), deadlock (Pinhead), bamboozle (The Clown), spies from the shadows (global perk), pain resonance (artist), BBQ and chillie (The cannibal/leatherface), sloppy butcher (global). Also it's well worth learning the different perks that give survivors endurance (the effect that stops them going down even if you hit them while injured). These are the perks that will be most frustrating to play against and lose you the most time. If something happens in the match and you don't know why, at the end of the game hover over the survivors perks and read them so you understand what happened. The other biggest issue new players have is not knowing what loops to break a pallet on or not (a loop/tile being the thing that spawns pallets etc.). Alot of the tiles that spawn just cannot be mind-gamed by alot of the killer roster and it's something you need to get a feel for. Generally speaking, if there is a pallet and the 2 walls on the pallet are really long (takes you a while to get from one side of the pallet to the other by walking around) then just break the pallet rather than trying to mind-game it. However if one side is long and the other side is short, then you can mind game it probably. By the way if you go to the store in game, there is a free gift every week in the bottom right to redeem. Also in the store click "redeem code" and enter "MAKEITREINDEER" and "IFLOOKSCOULDCHILL", you'll get some free bloodpoints and cosmetics.

I'm sorry but i don't see any use out of Languid Touch out of outside meming around or using it in combination with Spies From The Shadows + survivor don't really need exhaustion perks against most killer because of the map themselves and second chance hook perks. That's not counting the fact that it doesn't counter the most used exhaustion perk in the game which is Sprint Burst. Fearmonger does nothing if SWF's know you are running this, they will get of the gen they are working on as soon as you leave another survivor to remove their exhaustion status effect.
If it's not christmas where you are yet, use your imagination.
