Why would I buy the bigger , heavier 126

They have different type hulls and, of course lengths, and more length equals more speed. The 116 has a simple V-hull while the 126 has a multi-chined hull for edging and carving. The 116 has better primary stability while the 126 has better secondary (maneuvering) stability.

does the santee 116 sport have a bulkhead up front or 2 flotations?

All Hurricane kayaks have fore and aft sealed bulkheads.
