None of the repellents work well when mosquitoes are thick because insect repellents don't actually repel anything. Instead they work like a kind of "cloaking device", they make you invisible to biting insects (they mask the odor that the insects use to locate their blood meal). When the bugs are thick they don't need to find you they just randomly run into you. Best defense is a good bug net or better yet a whole body bug net suit. Once you get north of the Sierra it will dry out and mosquitoes won't be as bad until you get to southern Oregon where it will be bad again. Hope this helps. Get a bug suit before you get to Oregon! Also, treating clothing and gear with permethrin is effective. Permethrin is a synthetic pyrethroid insecticide.
Oregon backpacker here. The only sure defense against mosquitoes while hiking is woven clothing, long pants and sleeves with a headnet on a broad-brim hat and leather gloves. Yeah, it sucks big time, but it works when the weave is tight and there are net-covered ventilation panels under arms. Zip-off pants work well because you can unzip spaces while moving to ventilate and zip-up when you stop. When available, make a smoky fire or stand in the wind or rain. DEET and other stuff may work for a few minutes, but it's time lots of clothing and gear, and it gets in your food and system, which is bad for you.
I feel your pain. When we went to Crater Lake NP, the mosquitoes were as big as cars and everywhere. It definitely took a lot of the fun out of seeing a gorgeous lake, to be so miserable with them. Hope you have less skeeters in N. CA.
One thing I did on the AT to keep mosquitoes at bay is to start a smokey camp fire and try and hang out in the smoke. Once you start smelling like smoke the mosquitoes stay away even when you're away from the fire.
Cedar essential oil, rosemary oil and lavender oil either one of those , get you a small spray bottle in town and put half water and several drops of the oil it has toxins to repel ticks mosquitoes, etc , also hope Hollywood gets better he needs to use his hiking sticks to help with weight bearing
Between the mosquitos, lava rock, heat with full lightweight rain gear on in Oregon and trying hard to keep up with my partner I left trail last year at Crater Lake. Hopefully you’ll be hitting Oregon later and the mosquitos won’t be as bad. We had premetherin on our clothes, Picardan and jungle juice on our skin and the bugs just laughed at us so we had on headnet and rain gear on 90 degree days.

My 4th backpacking trip I was in The cascade lakes area in Oregon, (you’ll go through there) just after and a bit during snowmelt. I still have mosquito PTSD from that trip, and when I came home, I bought a full on head-to-toe mosquito suit. Have never used all of the parts, that was 2017, but definitely a head net and at times, the leg nets. I am also very aware of what hiking clothing I have that mosquito’s can bite through vs not and wear accordingly, though there is never any way to not get your butt eaten when nature calls. That’s always fun..scratching your a%& down the trail for days.
I don’t backpack anymore. But back in the day I had to use military grade DEET. I used to be highly allergic to mosquitoes. On our drive home from our hiking trip I’d call my doctor to order a prescription for Prednisone, so it would be ready when we rolled into town. I feel for you!
Treat your clothing and gear with permethrin. If it’s already treated, refresh the treatment. You can spray the mesh doors on your tent. (Personally, I prefer permethrin to DEET.)
As the days pass by and the ground dries the mosquitos decrease but you may still have a few weeks of them. Don’t quit on a bad day. Hopefully you are still on trail with poor limpy Hollywood. 😢

This time of the year, in the Sierra, is just the worst for mosquitos thanks to the snow melt. I also think because their breeding season is so short, it makes them super vicious right now. I personally feel like deet is just BBQ sauce to them 😂. Covering up is probably your best option.

When I hike in the sierras I put a lavender/eucalyptus lotion on my clothes or spray myself with either lavender/eucalyptus or lemon/eucalyptus. I’ve had great success but you have to keep reapplying every couple of hours.
I just read that when you apply something like Deepwoods off to repel mosquitoes put sunscreen on first. It helps make the bug spray more effective. Also, when you get into town if you can go to a resupply store, check to see if they have Permethrin. You spray this on your clothes, especially around the cuffs and the color spray both front and backs of your clothes and then leave them dry like if you have a clothesline or a balcony railing or even a bush nearby but make sure they dry. It says the Permethrin can last through six washings
Repel 100 is 98% deet, in aresol can. That is what i carried on the AT around great barrington. I did have to apply every 2ish hours. And it ruined my darn tough socks! But it worked.
You need a repellent with 60% deep. Apply sunscreen first, then spray the repellent on. A full suit of mosquito netting is what I needed when doing forestry work in affected areas. I used the Deet spray to help me have some time not in the suit, and it did work for most situations. However in a bad location like a lake side, or a very boggy area with lots of standing water, the swarms got me if I didn't suit up. The mesh suits aren't that hot to work in doing heavy labour, so I guess wouldn't impact you doing hiking. Best of luck in future.
I live on a Mountain in Colorado that has 300 lakes on it, I know the situation of the Mosquitoes, About the only thing anymore that works on them is to stay off the mountain in the summer, Off use to work but now it is like a dinner bell, I have used skin so soft on horses but it really doesn't work anymore anyway here. I would say a net suit and try to fly out of there. But then what is in store for Oregon and Washington? I hope Hollywood's foot gets better. Maybe at the next town see what the locals are buying for the Mosquitoes. Not sure if this will help you I did a search to see what they are claiming works now. Do not quit on a bad day. Bugs first part of your day, during, and at the end of the day. Do you think Hollywood has plantar fasciitis (sic)? If so let me know, I can offer some remedies.
I use Picaridin lotion then wait an hour or so then use Deet spray. If I have to just use one, I prefer Picaridin because it won't melt my gear.😂 I also make sure I keep up on my Permethrin regiment because I want the mosquitoes to die!
Try "Ben's 100% DEET Tick & Insect Repellent." I experienced nightmarish mosquitoes in the Sierras, and hiked 4,500 miles on the PCT so far. Ben's was available as a 70% DEET formula that worked very well, but according to their website, it looks like 70% is no longer available.

In Washington the mosquitoes in the higher elevations are done by second week of August

An insect repellent with lemon and eucalyptus works on mosquito's pretty well. You should be able to pick it up in Tahoe.

Lemon grass essentials oil, Moskitos 🦟 hate. Mixing it with olive oil and putting on your skin.
