Regarding Crows vs. Shadow Dragons, you can get enough upgrade materials before the decision to upgrade the Crows to shop rank 3 and the Shadow Dragons can even be upgraded to shop rank 4. But to get enough faction strength you need to farm valuables. Best location for this is on the first mission with Neve where the elevator isn't working. She opens up a path through a warehouse full of vases, just smash most of them, save, reload, repeat ... this gives tons of gold, material and valuables. Although getting 3200 faction strength needs a lot of valuables.
@@hunterlavish No, for upgrading them you need a special upgrade ressource. Rank 3 needs 5 and rank 4 needs another 15 of them. At this point of the game your only source for this upgrade ressource is a side quest in the Veil Jumper area. The side quest gives you exactly 5 of the upgrade ressource.

ENDLESS exploration. Explore the crossroads as much as you can. You’ll find a few minor side quests in other hubs too. I basically ended up loading an older save and grinded a lot to get enough resources to upgrade the store. All crates and pots respawn every time you visit a hub too. A large part of many hub worlds and the crossroads were still off limits but yeah. I got the Crows vendor to rank 3
It's impossible to rank the Crows to shop rank 4. Shop rank 2 is easy, for rank 3 and 4 you need rare upgrade materials and faction strength. Faction strength can be solved by destroying lots of vases, which can yield valuables .. then save, reload, repeat. But there is only one source for upgrade materials that the Crows need - it's a sidequest in the Veil Jumpers map and you only get 5 which is enough for shop rank 3 but for shop rank 4 you would need another 15 of them. For Shadow Dragons shop rank 4 is possible as they need a different kind of upgrade material and you can find 20+ of them before the decision.
