Will it really be through ethernet cable only? That's annoying as i use wifi upstairs only for my PS4.

What's the problem with that?
You just get any cheap python-capable microcontroller (esp32, stm32, etc) or even old raspberry pi, make it turn on when your playstation turns on and let it send the packets.. no magic behind it.

this is experimental ofc it wont work YET
the end result will likely be much much simpler with a nice gui and on windows
