You failed to mention that #1 blocks of flats are on the ground of the Royal Gwent Hospital and were previously accommodation for staff. Some of them were Radiology offices too. I know because I networked some of them. You'd have to buy them if the LHB before you do anything with them and I don't they'd sell as you can separate the car parks from patients using them.

Wales is very similar to England (Scotland and NI are very different) but there are local nuances. It is very difficult to give any situations ever in planning that is totally black and white as evert site has factors needing exploring. I hope that helps.

The reason Newport has so many empty units is because of the planners and Councillors mindset towards development. Wales is very different to England regarding permitted development.
