People get arrested for this all the time actually. It's just NOT the ones most guilty of it and instead it's the lower level guys that try to pull it off but don't have the friends they need to cover it up.
Only rarely does someone high profile get busted and it's often because either they pissed off the wrong person or they just went too far and no one was willing to cover their ass anymore.

This is my least favorite version of carnage, but I will admit, the design is badass and the idea of him using guns and flamethrowers as an Agent Carnage mirror to Flash is a really cool idea. Too bad it wasn’t better written.
