Essentially, that's what he's been doing. But it's even sadder than that. The Russians have world class education: they have world class astronauts, chess masters, computer engineers, aerospace engineers, medical doctors, mathematicians, writers, philosophers, geneticists, professors, astrophysicists and so on. But he basically turned them all into gas station attendants, everyone polishing this or that just to get the gas station ready and shinny for the Big Boss, when he drops by...
For a moment, just imagine what 145M highly educated NORTHERN EUROPEANS, like the Russians, could do, if they had chosen a LIBERAL DEMOCRACY over a Tsar-like post-Tsar autocracy.... a liberal democracy where competition of ideas and people lead to both chaos and institutional building, so that regardless who's in charge a the top, for a few years at a cycle, most institutions have continuity, so they keep producing good ideas & good products for people far and wide... with NONE of them depending on the approval of this one man or that one man, etc.

Global price of oil was around 40$ in current prices for the whole 1990s. It dropped to 20$ in 1998, the year when Russia bankrupted.
Between 2005 and 2015 it was over 100$, at some points even 140$, that was when Russia was beating its chest how great they are.
Currently it’s around 80$, and they are barely scraping by.
It’s irrelevant whether Russians prefer 1990s or not, it doesn’t depend on what they prefer. It completely relies on price of oil on global market. If it falls again to 40$ for a decade, they will bankrupt again. If it goes up to 100$, they will be beating their chest how great they are.

If factories are running at maximum capacity (3 shifts 24/7) there is no time and needed resources for preventative maintenance and repairs. In addition to potential equipment failures, the coordination of supply chain 'just in time' delivery of essential components is impaired. The growing evidence that their military keeps drawing down early Cold War weapon stocks and relying on cannibalized components adapted for current use, indicates their level of desperation. Eventually, their soviet era equipment will fail, after first losing assembly line productivity and forcing poorly trained workers to create make-shift 'work-arounds' to complete assembly.

Really?? US spends less than 3% of its GDP on military spending … LESS THAN 3% … Russia spends DOUBLE that .. over 7% of its GDP on military spending! And the main growth of Russian economy is military spending. Of the total government spending … 35% will be towards the military budget. Contrast that to the Americans who spend 13.3% of the government spending towards military budget.
GET YOUR FACTS STRAIGHT …. RUSSIA has has to cut back spending on housing, education and healthcare to support this huge outlay towards military. America has seen BOOSTS in spending on all three … so, your assessment is dead wrong.

Then of that, the federal reserve system owns like 5.3tn (19%). State and local governments are at $1.7tn (6%), so we're at 70% debt to GDP level (21/29tn).
Then we can start having it comparable to other countries' debt in terms of "is it a crisis", though technically still need to remove pension and mutual funds, and other domestic stuff; pension because it's good as secure debt for old age taking care of citizens, so reduces social cost, and other domestic can just be brought back by raising taxes.

Russia as core country of the Soviet Union back then benefited a lot from the economies of the member states. A lot of the soviet military and civil production took place in Warsaw Pact states, not in Russia itself. With the split up of the USSR (CCCP), this network was gone and Russia had to buy it´s stuff from these countries on the world market. The russian power Vladolf Putler talks about was the power of the USSR economy. This power is gone, because the network is gone. Just think about how much of the military equipment used by Russia in Ukraine is actually made in Ukraine.
